and opposite the words: "Against Special Taxing District", so that
the voters of the area described in this Act as constituting the Bowl-
ing Green and Robert's Place Special Taxing Area shall be able to
designate his or her decision for or against the provisions of this Act.
If a majority of the votes cast in said election shall be "For Special
Taxing District" then the provisions of this Act shall become effective
ON SEPTEMBER 1, 1972, but if a majority of the votes cast in the
election shall be "Against Special Taxing Districts" then the provi-
sions of this Act shall be of no effect and shall be null and void.
Sec. 4. And be it further enacted, That subject to the provisions
of Section 2 herein, this act shall take effect on July 1, 1972 OF
SECTION 3 HEREIN AND FOR THE SOLE PURPOSE OF
CONDUCTING AND REPORTING ON THE REFERENDUM
THEREIN REQUIRED, THIS ACT SHALL TAKE EFFECT ON
JULY 1, 1972.

AN ACT to add new Sections 409A through 409U to Article 66C
of the Annotated Code of Maryland (1970 Replacement Volume),
title "Natural Resources," subtitle "Forests and Parks," to follow
immediately after Section 409 thereof, and to be under the new
subheading "Registered Professional Foresters," providing for the
registration and regulation of professional foresters; to create a
State Board of Registration for Professional Foresters; and to
prescribe its powers and duties; to authorize the imposition and
collection of fees; to authorize appropriations and disbursement
therefrom; and to provide penalties for the violation of provisions
of this Act.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 409A through 409U be and they are hereby added
to Article 66C of the Annotated Code of Maryland (1970 Replacement
Volume), title "Natural Resources," subtitle "Forests and Parks,"
to follow immediately after Section 409 thereof, and to be under
the new subheading "Registered Professional Foresters," all to read
as follows:
REGISTERED PROFESSIONAL FORESTERS
409A.
(a) For the benefit and protection of the public and to promote
the public welfare, no person shall use in connection with his name,
or otherwise assume, use, or advertise any title or description tend-
ing to convey the impression that he is a Registered Professional
Forester, unless he is licensed as hereinafter provided.
(b) Except as hereinafter specifically authorized, no person
shall engage in the practice of professional forestry as defined in
