prevention purposes, and street signs. The Committee also may use
funds at its disposal to retain the professional services of an attorney,
a certified public account ACCOUNTANT or other professional serv-
ices they deem necessary.

(b)    Any surplus monies held by the Committee after making
provision for street lights, street signs, the water system and neces-
sary professional services may be contributed to the fire departments
providing fire protection to the Bowling Green and Robert's Place
Special Taxing Area.

(c)    The Committee is authorized to prescribe all rules and reg-
ulations necessary for the administration and enforcement of this
subtitle.

16E.

(a)    At the time of the county tax levy for 1973, and each succeed-
ing year thereafter, the Board of County Commissioners of Allegany
County are directed to levy and collect from the property owners
of the Bowling Green and Robert's Place Special Taxing Area
amounts to be fixed by them at not more than eight cents (8¢) on
each one hundred dollars worth of assessable property. The Board
of County Commissioners will then pay over the tax to the Com-
mittee treasurer.

(b)    The Committee treasurer shall deposit all funds coming into
his possession as treasurer in the bank approved by the Committee.
Funds shall be paid out only when authorized by resolution of the
Committee pursuant to accomplishing the purposes of Section 16D.
Funds shall not be paid out except by check duly signed by the
chairman and countersigned by the secretary and treasurer.

(c)    At its first meeting after the second Thursday in the month
of July of each year, the Committee shall appoint an auditing com-
mittee of two members to audit the books of the treasurer and report
its findings to the Committee. After receipt and approval of the
report, the Committee shall forward a copy of it to the Board of
County Commissioners of Allegany County.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, the invalidity shall not affect the other pro-
visions or any other application of this Act which can be given effect
without the invalid provisions or application, and to this end all the
provisions of this Act are declared to be severable.

Sec. 3. And be it further enacted, That before the provisions of
this act become effective, the County Commissioners and the Board of
Supervisors of Election of Allegany County shall submit the question
to persons of legal age who reside in or own property in the area de-
scribed in this act as constituting the Bowling Green and Robert's
Place Special Taxing Area on the date of the election. The referendum
shall be held on the third Tuesday of July, 1972. Due notice of the
referendum shall be given by public posters in the Bowling Green and
Robert's Place Special Taxing Area. The cost of the referendum shall
be paid out of the general funds of the County Commissioners. There
shall be printed on the ballots or ballot labels to be used at said elec-
tion the title of this Act and underneath said title, on separate lines, a
square or box to the right of and opposite the words: "For Special
Taxing District" and a corresponding square or box to the right of
