State law and shall have the power to adopt by-laws for the regula-
tion and administration of schools within the county not incon-
sistent with State law. However, all action shall be accomplished at
a public meeting, the formal record of which shall likewise be
public. Nothing in this section shall be deemed to deny the power of
the Board to meet and deliberate in executive session provided that
all action shall be accomplished at a public meeting as herein pro-
vided.
(f) No member of the Board shall receive compensation for his
services. However, each member shall receive an allowance of $2,400
annually or such larger sum for travel and other expenses and the
chairman shall receive an allowance of $3,000 annually or such
larger sum for travel and other expenses as may be provided by the
County Council for Howard County.
(F) THE CHAIRMAN OF THE BOARD OF EDUCATION
SHALL RECEIVE $2,400.00 ANNUALLY AND EACH OF THE
OTHER MEMBERS SHALL RECEIVE $2,000.00 COMPENSA-
TION ANNUALLY. THE CHAIRMAN AND THE MEMBERS
SHALL RECEIVE SUCH OTHER ALLOWANCES FOR TRAVEL
AND OTHER EXPENSES AS MAY BE PROVIDED IN THE
BUDGET FOR HOWARD COUNTY.
(g) The Howard County Council STATE BOARD OF EDU-
CATION may remove any member of the Board elected or
serving under the provisions of this section for immorality,
misconduct in office, incompetency, or wilful neglect of duty,
giving to him a copy of the charges against him, and an oppor-
tunity of being publicly heard in person or by counsel in his own
defense, upon not less than ten days' notice. If any member of the
Board of Education shall be so removed, he shall have the right to a
review by the Circuit Court for Howard County in a proceeding de
novo.
(h) The remaining members of the Board shall appoint COUNTY
EXECUTIVE SHALL APPOINT, SUBJECT TO CONFIRMA-
TION BY THE COUNTY COUNCIL, a duly qualified person
to fill any vacancy which occurs on the Board after Decem-
ber 31, 1974 as a result of death, resignation, failure to qualify,
or any other reason. Any person so appointed shall serve for the
unexpired portion of the term of the vacancy.
Sec. 2. And be it further enacted, That this Act shall take effect
contingent upon the adoption of an amendment to Section 1 of Article
17 of the Constitution of Maryland and the addition of a new Sec-
tion 5 to Article 17 of the Constitution of Maryland as enacted by
Chapter ................ of the Acts of 1972 (S.B. 410) permitting the
elected members of the County Boards of Education to hold office
for a term of six years; and if Section 1 of Article 17 of the Consti-
tution of Maryland is not amended and a new Section 5 is not added
to Article 17 of the Constitution of Maryland by Chapter..........above,
then this Act shall become null and void without the necessity of
further action by the General Assembly.
Sec. 3. And be it further enacted, That before this Act becomes
effective it shall first be submitted to a referendum of the legally
qualified voters of Howard County at the general election to be held
