in November of 1972. There shall be printed on the ballots or ballot
labels to be used at this election the title of the Act and underneath
the title on separate line, a square or box to the right of and op-
posite the words: "For Elected School Board" and a corresponding
square box to the right of and opposite the words: "Against Elected
School Board" so that each voter of the county may designate his or
her decision for or against the provisions of this Act. If a majority
of the votes cast in the election are "For Elected School Board," then
provisions of this Act shall become effective on December 1, 1972,
but if a majority of the votes cast in the election are "Against
Elected School Board" then the provisions of this Act shall become
of no effect and shall be null and void.

Sec. 4. And be it further enacted, That subject to the provisions
of Section 2 herein and for the sole purpose of authorizing and pro-
viding for the referendum therein required, this Act shall take effect
on July 1, 1972.

(House Bill 1487)

AN ACT to add new Chapter 19-A to the Code of Cecil County,
Maryland (being Article 8 of the Code of Public Local Laws of
Maryland), 1970, title "Cecil County," subtitle "Department of
Public Works" to follow immediately after Chapter 19 thereof,
to create a Department of Public Works for Cecil County, headed
by the Director and for the staffing of the Department, to out-
line the duties and powers of the Department, to provide for
matters relating generally to the creation of the Department of
Public Works.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Chapter 19-A be and it is hereby added to the Code of
Cecil County, Maryland, 1970 Edition, as amended, (being Article 8
of the Code of Public Local Laws of Maryland), title "Cecil County,"
subtitle "Department of Public Works," to follow immediately after
Section 19 thereof, and to read as follows:

CHAPTER 19-A
1-1. Creation; director.

There shall be a department of public works of the county, the
head of which department shall be the director of public works.

1-2. Appointment, qualifications, etc., of director of public works
and other personnel.

The County Commissioners of Cecil County shall appoint a suit-
able person as director of public works, and he, with the advice of
the County Commissioners, shall appoint such assistants, aides,
clerks, stenographers and other field and office help as may be
necessary for the proper administration of the department of public
