date for nomination to the county Board, and who shall by virtue of
the provisions of this section, be required to run in a primary elec-
tion, may on or before sixty-five (65) days preceding the primary
election as herein provided, in a writing signed by him and acknowl-
edged before an officer duly authorized to take acknowledgments
under the laws of Maryland, notify the board of supervisors of
elections of Montgomery HOWARD County that he desires to with-
draw as a candidate for such nomination. The petition of candidacy
as to any candidate so withdrawing shall, thereupon be and become
void and the name of such candidate shall not be placed on the ballot
for such primary election. If the withdrawal of any candidate
reduces the nominees to less than twice the number of members to
be elected to the Board, then the board of supervisors of elections
shall certify such remaining candidates as provided by paragraph
(2) of this subsection. No person shall be certified as a candidate
who is subject to the authority of the Board.

(c)  (1) Nominees and candidates for membership on the Board
shall limit their campaign expenditures from all sources to a sum
equal to two cents ($.02) times the number of registered voters in
Howard County on the first day of January next preceding the pri-
mary or general election.

(2)    All candidates and nominees shall file information relating
to their campaign expenditures in accordance with the provisions
of Article 33 of the Annotated Code of Maryland.

(3)    If the campaign expenditures of any candidate or nominee
exceeds the sum permitted under paragraph (1) of this subsection,
that candidate or nominee shall forfeit any office on the Board to
which he was elected.

(d)    The board of supervisors of elections of Howard County
shall provide for the election of members of the Board of Education
as herein provided. Provisions shall be made for use of voting ma-
chines, or, in the alternative, for the use of paper ballots under the
conditions herein prescribed. The names of all candidates who have
been duly nominated under the provisions of subsection (b) of
this section for election to the several Board of Education offices
shall, except in the case of death, be placed on the ballot. The board
of supervisors of elections shall provide the means whereby all
registered voters of Howard County, irrespective of party affiliation,
may vote for said nominees for the Board in the primary election
or for the candidates for the Board in the general election. The
candidates, equal to the number of members to be elected to the
Board, who receive the largest number of votes at the general
election shall be declared elected for the respective Board of Educa-
tion offices. All voting for the Board members, either in a primary
election or in a general election, shall be conducted on a nonpartisan
basis and on a general county-wide ticket; no designation of party
affiliation shall be placed upon any petition for nomination, nor
upon any voting machine or paper ballot used at any said primary
or general election.

(e)  (1) At their first meeting at the beginning of each year, the
members of the Board shall elect one of their number to serve as
chairman of the Board for the term.

(2) The Board shall meet at least twice monthly and shall per-
form the functions of county boards of education as provided by
