1636                               Laws of Maryland                        [Ch. 628

The Howard County Board of Education shall hold office for a
term of six years and be elected as follows:

(i)     Two members of the Board shall be elected in the November
general election of 1974, and every six years thereafter, to replace
the two interim incumbent members of the Board whose terms ex-
pire in 1975 and 1976.

(ii) Two members of the Board shall be elected in the November
general election of 1976 and every six years thereafter, to replace the
two interim incumbent members of the Board whose terms expire in
1975 and 1976 1977 AND 1978.

(iii) One member of the Board shall be elected in the November
general election of 1978 and every six years thereafter, to replace
the interim incumbent member of the Board whose term ex-
pires in 1979.

(b) (1) Nomination for membership on the Board, except as
otherwise herein provided, shall be by petition endorsed by a min-
imum if two hundred and fifty (250) registered voters of Howard
County. Each petition shall be filed with the Board of Election Su-
pervisors for Howard County not later than 4:00 p.m. on the Mon-
day which is seventy (70) days before the day on which the primary
election is to be held. Each petition shall be accompanied by a ten
dollar ($10.00) filing fee. Except as otherwise in this section pro-
vided, each petition shall conform generally to the laws and require-
ments of Article 33 of the Annotated Code of Maryland, provided,
however, that publication of the petition shall not be required.

(2)    If after the expiration of the time allowed for filing of peti-
tions by this section, there are no more than two nominees for the
Board for each member then to be elected, said board of super-
visors of elections shall certify said candidates as duly nominated
candidates for election for the respective Board of Education offices.
These names and the name of the position for which they are
candidates shall be omitted from the ballot required by paragraph
three (3) of this subsection.

(3)     If after the expiration of the time, as aforesaid, there are
more than two nominees for the Board, respectively for each mem-
ber then to be elected, said board of supervisors of elections shall
provide the means whereby all duly registered voters of Howard
County, irrespective of party affiliation, may vote for said nominees
for the Board at a primary election to be held at the time and place
for holding the primary elections of the political parties. In taking
the ballot, voting machines shall be used, provided, however, that if
the number of candidates submitted for vote at the primary elections
is too large for the practical use of voting machines, the said board
of supervisors of elections shall supply paper ballots in the usual
form for use in voting for such offices. The nominees in the primary
election, equal to twice the number of members to be elected to the
Board, who receive the largest number of votes at the primary elec-
tion shall be duly nominated candidates for election to the Board
offices. The board of canvassers for Howard County shall, upon the
completion of its canvass of voters at said primary election, de-
termine who are the duly nominated candidates for election to the
respective Board offices under the provisions of this section and shall
certify the same to the board of supervisors of elections of Howard
County. Any person who has qualified under this section as a candi-
