(a) [(b)] "Subdivision" [shall mean] means the twenty-three
(23) counties of the State and Baltimore City.

(b) [(c)] "Municipal corporation" [shall mean] means the
[Maryland National Park and Planning Commission and the] incor-
porated towns of the State as defined in Article 11E of the Constitu-

tion.

(c) "Local Governing Body" means the Maryland National Capi-
tal Park and Planning Commission, the governing body of any county
or Baltimore City.

(d) "Governmental agency" [shall mean] means the department
of recreation and parks of a [subdivision or municipal corporation
or any other agency of a subdivision charged with providing or]

local governing body or any other agency of a local governing body

which currently provides or is charged by the local governing body
to provide public outdoor recreation and open space areas.

(e) "Local projects" [shall mean] means acquisition, develop-
ment or acquisition and development of projects sponsored by the
[counties, municipal corporations,] local governing bodies or agen-
cies thereof.

(f) "Annual Program" means a schedule of acquisition and/or
development for one fiscal year.

(g) "Funds available under this program" means the proceeds
of program open space and the annual apportionment of allocation

of land and water conservation funds to the State by the United

States Department of Interior, Bureau of Outdoor Recreation.

FOR THE PURPOSES OF PROGRAM OPEN SPACE, THE
FOLLOWING TERMS APPLY:

(A)    "ANNUAL PROGRAM" MEANS A SCHEDULE OF AC-
QUISITION AND/OR DEVELOPMENT FOR ONE FISCAL YEAR.

(B)    "FUNDS AVAILABLE UNDER THIS PROGRAM"
MEANS THE PROCEEDS OF PROGRAM OPEN SPACE AND
THE ANNUAL APPORTIONMENT OF ALLOCATION OF THE
LAND AND WATER CONSERVATION FUND TO THE STATE
BY THE UNITED STATES DEPARTMENT OF INTERIOR, BU-
REAU OF OUTDOOR RECREATION.

(C)    "GOVERNMENTAL AGENCY" MEANS THE DEPART-
MENT OF RECREATION AND PARKS OF A LOCAL GOVERN-
ING BODY WHICH CURRENTLY PROVIDES OR IS CHARGED
BY THE LOCAL GOVERNING BODY TO PROVIDE PUBLIC
OUTDOOR RECREATION AND OPEN SPACE AREAS.

(D)    "LOCAL GOVERNING BODY" MEANS THE MARY-
LAND NATIONAL CAPITAL PARK AND PLANNING COM-
MISSION AND THE GOVERNING BODY OF ANY COUNTY OR
BALTIMORE CITY.

(E)    "LOCAL PROJECTS" MEANS ACQUISITION AND/OR
DEVELOPMENT OF PROJECTS SPONSORED BY THE LOCAL
GOVERNING BODIES OR AGENCIES THEREOF.
