(F)    "MUNICIPAL CORPORATION" MEANS THE INCOR-
PORATED TOWNS OF THE STATE AS DEFINED IN
ARTICLE HE OF THE CONSTITUTION.

(G)    "SUBDIVISION" MEANS THE TWENTY-THREE (23)
COUNTIES OF THE STATE AND BALTIMORE CITY.

(a)    All acquisition and development projects funded under the
program must meet needs identified in the "Maryland Outdoor Recrea-
tion and Open Space Plan," prepared by the Department of State
Planning. Projects contained in the master plan for recreation and
parks for Baltimore City as adopted by Baltimore City shall be em-
bodied in the "Maryland Outdoor Recreation and Open Space Plan."

(b)    The funds available under Program Open Space shall be
utilized by the State for land acquisition only and by the subdivisions
for acquisition and development.

(c)    Such federal funds as are available for financing acquisition
and development projects shall be used to the maximum extent
possible.]

(a)    One half of the funds available under this program shall be
[appropriated by the General Assembly to these State agencies: The
Department of Game and Inland Fish; the Department of Forests and
Parks; and the St. Mary's City Commission. These funds shall be
used for acquisition projects.] used for recreation and open space
purposes by these State agencies: The Department of Natural Re-
sources and the St. Mary's City Commission. Except as provided in
subsection (1) hereunder, funds appropriated to the State by the
General Assembly under the State Program Open Space shall be
used for land acquisition projects only. Funds allocated to the State
by the United States Department of Interior, Bureau of Outdoor
Recreation, from the Land and Water Conservation Fund may be used
for either acquisition or development PROJECTS.
A portion of the
State's share of the funds available under this program shall be util-
ized for making grants to Baltimore City for [purposes] projects
which meet [criteria used for] park purposes; [such] the grants
shall be in addition to any funds that Baltimore City is eligible to
receive under subsection (b) of this section [.], and may be used for
acquisition and/or development.
In order to be eligible for a State
grant, projects or [the] land TO BE ACQUIRED within Baltimore
City shall be reviewed by the [Department of Forests and Parks and
the] Department of Natural Resources and, upon its recommendation,
[parcel or parcels] projects or land, including the cost thereof, shall
be approved by the Board of Public Works. Title to such land shall
be in the name of the Mayor and City Council of Baltimore City, and
the State shall not be responsible for the costs involved with the
development or maintenance of such lands LAND.

(b)    One-half of the funds available under this program shall be
appropriated by the General Assembly to assist [the subdivisions]
local governing bodies in the acquisition and development of land for
recreation and open space areas PURPOSES.
