(House Bill 1443)

AN ACT to repeal and re-enact, with amendments, Section 5(2) of
Chapter 403 of the Acts of 1969, this Act known as "The Outdoor
Recreation Land Loan of 1969," or "Program Open Space," as
amended by Chapter 4 of the Special Session of December 16,
1969, and to repeal and re-enact, with amendments, Sections 357C,
357E and 357F, of Article 66C of the Annotated Code of Mary-
land (1970 Replacement Volume and 1971 Supplement), title
"Natural Resources," subtitle "Program Open Space," and to repeal
Sections 357D and 357G of the same Article, title and subtitle,
and to re-letter Sections 357E and 357F, AND TO REPEAL SEC-
TION 357C OF THE SAME ARTICLE, TITLE AND SUBTITLE,
AND TO ENACT NEW SECTION 357C IN LIEU THEREOF,
TO STAND IN PLACE OF THE SECTION REPEALED, and to
add new Sections 357F and 357G to the same Article and subtitle,
to provide for an increase in the length of time the program is to be
funded; to define and re-define certain terms; to provide a method
for determining and distributing acquisition and development
funds; to add a new member to the committee; to establish compre-
hensive standards that must be met before funds may be distrib-
uted; and to relate gentrally GENERALLY to Program Open
Space; AND TO CLARIFY THE LANGUAGE THEREIN; AND
TO AMEND CERTAIN OBSOLETE AGENCY DESIGNATIONS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5(2) of Chapter 403 of the Acts of 1969, this Act known
as "The Outdoor Recreation Land Loan of 1969," or "Program Open
Space," as amended by Chapter 4 of the Special Session of Decem-
ber 16,1969, be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

5(2).

The remainder of the proceeds of [such] the loan [shall] is to
be credited on the books of the State Comptroller, to be expended
to fund a [five] ten (10) year statewide program for the acquisi-
tion and development of outdoor recreation and open space areas.
The name of this program [shall be] is "Program Open Space."

Sec. 2. And be it further enacted, That Sections 357C, 357E and
357F of Article 66C of the Annotated Code of Maryland (1970 Re-
placement Volume and 1971 Supplement), title "Natural Resources,"
subtitle "Program Open Space," be and they are hereby repealed
and re-enacted, with amendments; that Sections 357D and 357G be
and they are hereby repealed; that Sections 357E and 357F be and
they are hereby relettered; THAT SECTION 357C BE AND IT IS
HEREBY REPEALED AND NEW SECTION 357C BE AND IT IS
HEREBY ENACTED IN LIEU THEREOF, TO STAND IN PLACE
OF THE SECTION REPEALED; and that new Sections 357F and
357G be and they are hereby added to the same Article, title and sub-
title, all to read as follows:

[(a)] For the purposes of Program Open Space, the following
terms [shall] apply.
