for the operation of his office and the performance of his duties,
shall be entitled to a reasonable expense allowance which shall be
subject to the approval of the Board of County Commissioners.
(2) The State's Attorney may appoint [three] two assistant
State's Attorneys to serve at the pleasure of the State's Attorney.
[The assistant State's attorneys' salary is five thousand dollars
($5,000.00) per annum.] The first Assistant State's Attorney's salary
is nine thousand dollars ($9,000) per annum and the second As-
sistant State's Attorney's salary is eight thousand dollars ($8,000)
per annum.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972 JANUARY 1, 1975.
Sec. 3. And be it further enacted, That the provisions of this
Act shall not be construed to extend or apply to the salary of the
Cecil County State's Attorney in office on the effective date of this
Act, but shall take effect only at the beginning of the next following
term of office.

(House Bill 1358)
AN ACT to repeal and re-enact, with amendments, Sections 89(b)
and 95B of Article 2B of the Annotated Code of Maryland (1968
Replacement Volume and 1971 Supplement), title "Alcoholic Bev-
erages," subtitle "Hours and Days for Sale," and to add new
Section 89(i) to the same article, title and subtitle to follow
immediately after Section 89(h) to allow the sale of alcoholic
beverages in Cecil County on January 1st for longer hours than
at other times and providing for special hours when December
31st and January 1st fall on Sunday.
Section 1. Be it enacted by the General Assembly of Maryland,
That 89(b) and 95B of Article 2B of the Annotated Code of Mary-
land 1968 Replacement Volume and 1971 Supplement), title "Alcoholic
Beverages," subtitle "Hours and Days for Sale," be and are hereby
repealed and re-enacted, with amendments, and that new Section
89(i) be and it is hereby added to the same article, title and subtitle,
to follow immediately after Section 89(h), and all to read as follows:
89.
(b) In [Cecil,] Charles [,] and Kent counties the board of li-
cense commissioners upon application shall issue a special permit
authorizing licensees therein to stay open on New Year's Day with-
out regard to any restrictions as to hours or days of sale contained in
this subtitle; but the said licensees shall be subject to regulations
adopted by the board restricting and specifying the hours during
which classes of such licensees may stay open on New Year's Day.
