expenses, including, but not restricted to, the compensation of the
inspectors, the compensation of the administrator as limited herein,
compensation of other personnel, who shall be qualified and em-
ployed under the county merit system, printing, supplies, and office
space, shall be at the discretion of the [Board of County Commis-
sioners] County Council for Prince George's County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add new Section 183 to Article 77 of the Annotated Code
of Maryland (1969 Replacement Volume and 1971 Supplement),
title "Public Education," subtitle "Chapter 16. Public Libraries,"
to follow immediately after Section 182 thereof to permit the use of
volunteer aides in public libraries and generally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 183 be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1969 Replacement Volume and 1971
Supplement), title "Public Education," subtitle "Chapter 16. Public
Libraries," to follow immediately after Section 182 thereof to read as
follows:

The local Board of Library Trustees and the Library Board of
the Enoch Pratt Free Library, Baltimore City, may utilize volunteer
aides in assisting in public libraries of the counties and Baltimore
City. Such volunteer aides shall not be used to supplant library per-
sonnel but rather to assist regular personnel in pursuit of their as-
signments. The local Boards of Library Trustees and Trustees of the
Enoch Pratt Free Library shall develop guidelines for the selec-
tion and utilization of volunteer aides within the local library sys-
tem. Volunteer aides shall be considered as agents of the local Boards
for the limited purpose of comprehensive liability insurance coverage.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
