of a misdemeanor, and on conviction thereof before some justice of
the peace in the county where the offense is committed SHALL be
fined by [said] the justice of the peace not less than five nor more than
twenty-five dollars, and shall stand committed to the county jail until
such fine and costs are paid [;provided, however, that]. However,
the person or persons so convicted shall have the right to appeal from
the judgment of [said] the justice of the peace to the circuit court
for the county where the offense was committed at any time within

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(House Bill 780)
AN ACT to add new Section 49A(a-l) to the Code of Public Local
Laws of Charles County (1969 Edition, being Article 9 of the Code
of Public Local Laws of Maryland), title "Charles County," sub-
title "County Commissioners," subheading "Disposal of Trash,"
to follow immediately after Section 49A(a) thereof, as added by
Chapter 742 of the Acts of 1971; to provide for public hearings
prior to the granting of a permit by the County Commissioners
to transport trash into Charles County, and generally amending
the law relating to permits for transporting trash into Charles
County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 49A(a-l) be and it is hereby added to the Code
of Public Local Laws of Charles County (1969 Edition, being Article
9 of the Code of Public Local Laws of Maryland), title "Charles
County," subtitle "County Commissioners," subheading "Disposal
of Trash," to follow immediately after Section 49A(a) thereof, as
added by Chapter 742 of the Acts of 1971, to read as follows:
49A.
(a-1) Prior to the granting of any permit under this Section,
the County Commissioners shall hold a public hearing at which
parties in interest and citizens shall have an opportunity to be heard.
Notice of the time and place of the hearing shall be published once
a week, for three consecutive weeks immediately preceding the hear-
ing, in a newspaper published or having a substantial circulation in
Charles County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
