(House Bill 784)
AN ACT to add new Section 9 (57B) to Article 81 of the Annotated
Code of Maryland (1969 Replacement Volume), title "Revenue and
Taxes," subtitle "What Shall Be Taxed and Where," to follow im-
mediately after Section 9 (57A) thereof, to authorize the County
Commissioners of Charles County to provide a tax exemption for
purposes of county taxation in that county for real property held
by certain non-profit community or civic improvement associations
or corporations AND TO PROVIDE FOR THE USE OF THE
PROPERTY SUBJECT TO EXEMPTION.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9 (57B) be and it is hereby added to Article 81 of
the Annotated Code of Maryland (1969 Replacement Volume), title
"Revenue and Taxes," subtitle "What Shall Be Taxed and Where," to
follow immediately after Section 9 (57A) thereof, and to read as
follows:

(57B) For the purposes of county taxation in Charles County
and in the discretion of the Board of County Commissioners of
Charles County, real property, the title to which is held by a non-
profit community or civic improvement association or corporation
and which is devoted to and used exclusively for community, civic,
educational, recreational, or library purposes, and the use of the
property must not be contingent upon the payment of any fee or
other compensation, AND FAILURE TO PAY ANY SUCH FEE
OR OTHER COMPENSATION IS NOT A REASON TO DENY
ADMISSION TO OR USE OF THIS PROPERTY. Assessments ex-
acted and employed by the association or corporation solely for the
improvement or maintenance of the property do not constitute a "fee
or other compensation" under the provisions of this subsection.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 551
(House Bill 790)
AN ACT to repeal and re-enact, with amendments, Section 31 of
Article 77 of the Annotated Code of Maryland (1969 Replace-
ment Volume and 1971 Supplement), title "Public Education," sub-
title "Chapter 3. State Superintendent of Schools," and to repeal
in its entirety Chapter 675 of the Acts of 1969, that Chapter re-
lating to the crediting of years of service for certain educational
personnel who take jobs in the State Department of Education; and
generally relating thereto, to take a presently uncodified law, passed
at the same Session of the General Assembly when Article 77 was
re-codified and still part of the Laws of Maryland, and to integrate
