(1)    Where a different place is specifically referred to in a given
section; and

(2)    The provisions of Part IX of this subtitle and subtitle 10
shall apply upon highways and elsewhere throughout the State.

(3)    In Allegany, Anne Arundel, Baltimore, Calvert, Caroline, Car-
roll, Cecil, Charles Frederick, Harford, Howard, Kent, MONT-
GOMERY, Prince George's, St. Mary's, Talbot, Washington, and
Wicomico counties any person operating a motor vehicle on private
property and in Montgomery County on any property owned by the
Board of Education or Montgomery Community College
which is
used by the public in general in violation of the provisions of this
subtitle shall be deemed in violation of the law to the same extent
as if the motor vehicle were being operated on a public highway and
the violation carries the same penalty.

11-1003.

(a) Where prohibited—Except when necessary to avoid conflict
with other traffic, or in compliance with law or the directions of a
police officer or official traffic-control device, no person shall:

(1) Stop, stand or park a vehicle:

(1)    In front of a public driveway;
(ii) On a sidewalk;

(iii) Within an intersection;
(iv) On a crosswalk;

(v) Between a safety zone and the adjacent curb or within 30
feet of points on the curb immediately opposite the ends of a safety
zone, unless the State Roads Commission or local authority indicate
a different length by signs or markings ;

(vi) Alongside or opposite any street excavation or obstruction
when stopping, standing, or parking would obstruct traffic;

(vii) Upon any bridge or other elevated structure upon a
highway or within a highway tunnel;

(viii) At any place an official sign prohibits stopping;

(ix) On any ramp entering on or exiting from, any highway
with two or more traffic lanes moving the same direction;

(x) On any property owned by the Board of Education of Mont-
gomery County or Montgomery Community College where an official
sign prohibits such parking.

(2)    Stand or park a vehicle, whether occupied or not, except
momentarily to pick up or discharge a passenger or passengers:

(i) In front of a private driveway except with the consent of the
owner or occupant of the premises;

(ii) Within 15 feet of a fire hydrant;

(iii) Within 20 feet of a crosswalk at an intersection;

(iv) Within 30 feet upon the approach to any flashing signal,
stop sign, or traffic-control signal located at the side of a roadway;
