(d) Nothing in this section shall be construed as affecting the
right of the various boards of trustees, on their own behalf, from
raising the defense of sovereign immunity to any amount in excess of
the limit of [liability] the policy OR IN EXCESS OF ONE HUN-
DRED THOUSAND DOLLARS ($100,000) IN THE CASE OF
SELF-INSURANCE.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 597)

AN ACT to repeal and re-enact with amendments Section 11-101 and
11-1003 (a) of Article 6½ of the Annotated Code of Maryland
(1970 Replacement Volume and 1971 Supplement), title "Vehicle
Laws," subtitle "Subtitle 11—Rules of the Road," providing that
operation of motor vehicles in Montgomery County on any prop-
erty owned by the Board of Education or
Montgomery Community
College, may be
deemed under certain circumstances to be in viola-
tion of the provisions of this
Article and subtitle and prohibiting
any parking upon any
property owned by the Board of Education
of Montgomery County or
Montgomery Community College, where
an official sign
prohibits such parking and relating generally to
motor vehicles in Montgomery County on any property owned
by the Board of
Education of Montgomery County or Montgomery
Community College
FOR THE APPLICATION OF THIS ARTI-
CLE AND SUBTITLE TO THE OPERATION OF MOTOR
VEHICLES ON PRIVATE PROPERTY IN MONTGOMERY
COUNTY AND ON PROPERTY OWNED BY THE BOARD OF
EDUCATION OR MONTGOMERY COLLEGE, PROHIBITING
PARKING ON PROPERTY OWNED BY THE BOARD OF
EDUCATION OR MONTGOMERY COLLEGE, AND GENER-
ALLY RELATING TO MOTOR VEHICLES IN MONTGOMERY
COUNTY.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 11-101 and 11-1003 (a) of Article 66½ of the Annotated
Code of Maryland (1970 Replacement Volume and 1971 Supplement),
title "Vehicle Laws," subtitle "Subtitle 11—Rules of the Road," be
and the same are hereby repealed and re-enacted with amendments
all to read as follows:

11-101.

The provisions of this subtitle relating to the operation of vehicles
refer exclusively to the operation of vehicles upon highways except:
