AN ACT to repeal and re-enact, with amendments, Section 37 (p) of
Article 87 of the Annotated Code of Maryland (1971 Supplement),
title "Sheriffs," subtitle "Compensation and Duties," to change the
procedure affecting the Sheriffs car; the account of expenses; to
include certain persons under the county merit system; to divide
the department into certain divisions; to require deputy sheriffs
complete certain courses; and to generally relate to the Sheriff's
department in Prince George's County. TO INCREASE THE
SALARY OF THE SHERIFF OF PRINCE GEORGE'S COUNTY;
TO CHANGE THE PROCEDURE FOR THE ACCOUNTING
OF THE EXPENSES OF THE SHERIFF OF PRINCE
GEORGE'S COUNTY; TO PROVIDE FOR ASSISTANT SHER-
IFFS IN THE COUNTY; AND TO RELATE GENERALLY TO
THE SHERIFF'S DEPARTMENT IN PRINCE GEORGE'S
COUNTY.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 37 (p) of Article 87 of the Annotated Code of Maryland
(1971 Supplement), title "Sheriffs," subtitle "Compensation and
Duties," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
37.
(p) The Sheriff of Prince George's County shall receive an annual
salary of eighteen thousand dollars ($18,000) TWENTY TWO
THOUSAND DOLLARS ($22,000) EIGHTEEN THOUSAND DOL-
LARS $(18,000) per year, be provided with an automobile during
his term as Sheriff for the use and work of his office [within said
county], maintenance for [said] the automobile to be at the cost
of the county and up to one thousand dollars, ($1,000) per year for
expenses which are incurred for the use and work of his office, an
accounting of which expenses must be submitted to the [County
Council] Director of Finance, OF Prince George's County for
approval. All full-time employees, including Deputy Sheriffs, and
correctional officers of all ranks [jail guards, and jail matrons]
appointed by the Sheriff or assigned to him in the budget of Prince
George's County, [shall be subject] are to [said] the county's merit
system as to qualifications, compensation and other regulations, with
the exception of two ([Administrative Aides] assistant sheriffs, who
[may be] are appointed by the Sheriff and serve at the pleasure of
the Sheriff. , THE ASSISTANT SHERIFFS SHALL BE CONSID-
ERED LINE OFFICERS IF SO DESIGNATED BY THE SHER-
IFF. Deputy Sheriffs and correctional officers employed prior to, and
still on duty as of [June 1, 1967] July 1, 1972 [shall be] are qualified
and employed under [said] the county's merit system as to qualifi-
cations, compensation and other regulations.
The Sheriff's department consists of two divisions, for which the
Sheriff is responsible for all policy, management and operations. The
assistant sheriff assigned to the County detention divisions, which
include the county detention centers and jails, is responsible for the
daily operations and management of that division. The assistant
