GROUP OR FIRM WHICH IS LICENSED OR REGULATED BY
THE DEPARTMENT OF LICENSING AND REGULATIONS
AS SET OUT UNDER ARTICLE 41, SUBTITLE 15A, "THE
DEPARTMENT OF LICENSING AND REGULATIONS," TO
REFUSE, WITHHOLD FROM, DENY OR DISCRIMINATE
AGAINST ANY PERSON THE ACCOMMODATIONS, ADVAN-
TAGES, FACILITIES, PRIVILEGES, SALES OR SERVICES
BECAUSE OF THE RACE, SEX, CREED, COLOR OR NATIONAL
ORIGIN OF ANY PERSON. NOTHING IN THIS SECTION
SHALL BE CONSTRUED OR INTERPRETED TO PROHIBIT
ANY PERSON, BUSINESS, CORPORATION, PARTNERSHIP,
CO-PARTNERSHIP, ASSOCIATION OR ANY OTHER INDI-
VIDUAL, AGENT, EMPLOYEE, GROUP OR FIRM WHICH IS
LICENSED OR REGULATED BY THE DEPARTMENT OF
LICENSING AND REGULATION FROM THE RIGHT TO RE-
FUSE, WITHHOLD FROM OR DENY ANY PERSON FOR FAIL-
URE TO CONFORM TO THE USUAL AND REGULAR RE-
QUIREMENTS, STANDARDS AND REGULATIONS OF ANY
SUCH PERSON, BUSINESS, CORPORATION, PARTNERSHIP,
CO-PARTNERSHIP, ASSOCIATION CONTEMPLATED BY THIS
SECTION SO LONG AS THE DENIAL IS NOT BASED UPON
DISCRIMINATION ON THE GROUNDS OF RACE, SEX, COLOR,
CREED, OR NATIONAL ORIGIN.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 448
(Senate Bill 345)

AN ACT to repeal and re-enact, with amendments, Section 5 (A)
(10) of Chapter 409 of the Acts of 1969, contained in the General
Construction Loan of 1969, to remove the requirement that this
appropriation be contingent upon and supplementary to the Mary-
land Historical Trust providing equal matching funds for acquir-
ing historic properties in and adjoining the City of Annapolis,
either with or without supplementation of funds from other
sources, in order to acquire, preserve or protect historic old homes
and properties in and around Annapolis.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5 (A) (10) of Chapter 409 of the Acts of 1969, con-
tained in the General Construction Loan of 1969, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

5 (A)

(10). [Contingent upon and supplementary to the Maryland His-
torical Trust providing equal matching funds for acquiring] To
acquire
historic properties in and adjoining the City of Annapolis,
either with or without supplementation of funds from other sources,
