JUDGES OF THE DISTRICT COURTS WITH AUTHORITY
TO REQUIRE PERSONS TO ATTEND A LOCAL TRAFFIC
SCHOOL IN LIEU OF A STATE MAINTAINED TRAFFIC
SCHOOL; extending civil jurisdiction of the District Court to
matters over which the Housing Court of Baltimore County
now has jurisdiction;
permitting the time for demand for
jury trial in a civil case to be regulated by rule; TO PRO-
VIDE DISTRICT COURTS WITH AUTHORITY TO ADMIT
PERSONS TO EMERGENCY AND/OR MENTAL HEALTH
FACILITIES; TO PROVIDE A RIGHT OF REMOVAL AND
WAIVER OF THE RIGHT WHEN NOT EXERCISED
WITHIN A PRESCRIBED TIME; CLARIFYING THE POW-
ERS OF A DISTRICT COURT JUDGE TO ORDER A
NEW TRIAL; clarifying provisions dealing with appointment
of employees of the District Court, THEIR CLASSIFICA-
TION IN THE STATE SERVICE, THE CONTINUATION
OF THEIR COMPENSATION, and their LEAVE, HEALTH
AND retirement rights and benefits; requiring certain
clerks and commissioners of the District Court to take
an oath; providing for Court costs in the District Court,
making it clear that all revenues of the District Court shall become
part of the general funds of the State when transmitted to the
Comptroller; revising provisions of law as to the appointment of
constables; MAKING PROVISION FOR ASSUMPTION BY THE
STATE OF THE COST OF OPERATING THE COURTS OF
LIMITED JURISDICTION FROM JULY 1, 1971, THROUGH
JULY 4, 1971, AND FOR THE STATE TO RECEIVE ALL REV-
ENUES PRODUCED BY SUCH COURTS DURING THAT
PERIOD; PROVIDING THE ELIGIBILITY OF CONSTABLES
IN THE CLASSIFIED SYSTEM AND THEIR COMPENSA-
TION; PROVIDING THAT THE DISTRICT COURT BUDGET
BE PLACED IN THE ANNUAL STATE BUDGET; re-
pealing certain existing provisions of law dealing with
the oaths, bonds and duties of constables; ALLOWING COM-
MISSIONERS TO ISSUE SUMMONSES IN LIEU OF WAR-
RANTS; eliminating all trials de novo on appeals from the District
Court
CHANGING PROVISIONS RELATING TO TRIALS DE
NOVO; directing that procedure with respect to such appeals be
regulated by rule of the Court of Appeals; deleting provisions of
the Vehicle Law as to payment of certain costs of the traffic court
of Baltimore City; providing that in the event of conflict between
Article 66½ and certain provisions of Article 26, the latter provi-
sions shall govern; amending the law as to reimbursement of cer-
tain forfeited bonds and collateral in motor vehicle cases; repealing
special provisions dealing with certain appeals to the Court of Spe-
cial Appeals from decisions of trial courts of general jurisdiction
rendered on appeal from the Municipal Court of Baltimore City; re-
pealing certain provisions of law applicable to the Municipal Court
of Baltimore City dealing with transfer of cases to the Criminal
Court of Baltimore City, procedure upon demand for jury trial, per-
mitting the State to demand a jury trial, permitting certain clerks
to perform probationary service in motor vehicle cases, authorizing
the issuance of show-cause orders in certain criminal cases, regulat-
ing bail recognizance and arrest procedures, providing for handling
of certain funds and establishing certain Court costs; repealing
provisions of the Vehicle Laws and of certain other laws pertain-
ing to accounting and dockets in motor vehicle cases, payment of
