costs and fines and forfeitures in motor vehicle cases, the provision
of facilities for trial of motor vehicle cases, fees of magistrates,
issuance of receipts by magistrates, appeals in motor vehicle cases,
commitment in default of payment of fines in motor vehicle cases,
payment of motor vehicle fines, penalties and forfeitures to the
Department of Motor Vehicles, and generally regulating the han-
dling of motor vehicle fines, penalties and forfeitures, and govern-
ing certain records and reports of conviction in motor vehicle
cases; revising the maximum penalties for certain motor vehicle
offenses; providing for the effective date of these amendments
and repeals; PROVIDING THAT VIOLATIONS OF THE BUILD-
ING AND ELECTRICAL CODE OF BALTIMORE CITY SHALL
BE ACTIONS AT LAW; and relating generally to the District
Court.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 141(c), 144, 145(b) and 145(c) (1 THROUGH 3), 147,
149, 151, 153(a), 154(C), 154(d) and 156 of Article 26 of the An-
notated Code of Maryland (1957 Edition, 1966 Replacement Volume,
1970 Cumulative Supplement), title "Courts," subtitle "District
Courts," be and they are hereby repealed and re-enacted, AND THAT
NEW SECTIONS 145(B)(11) AND 145(E) AND (F) OF SAID
CODE AND IN SAID TITLE AND UNDER SAID SUBTITLE,
AND TO FOLLOW IMMEDIATELY AFTER SECTION 145(B) (10)
AND SECTION 145(D) THEREOF, with amendments, all to read
as follows:
141.
(c) In addition to the judges provided for in subsection (a) of
this section, there shall be a Chief Judge of the District Court. The
chief judge of the District Court shall be the chief administrative
officer of the court and have the responsibility and authority for the
maintenance, administration, and operation of the court at all its
locations throughout the State. [If a sitting judge is appointed as
Chief Judge, the district or county from which the Chief Judge is
selected shall be entitled to an additional judge to replace him.] If
the chief judge of the District Court is relieved of his duties as such,
but continued in office as a judge of the District Court, he shall serve
for the remainder of his term of office as a District Court judge as a
resident, judge for his district and county of residence without
reference to the maximum number of judges for such district pre-
scribed by subsection (a) of this Section.
144. Qualifications and Pay of Judges, Pensions.
(a) Each judge of the District Court shall have been a citizen of
Maryland and a member of the bar of the State for at least five (5)
years immediately prior to his appointment and shall be a member
RESIDENT of the county or district for which he is a judge. Each
District Court judge shall be paid $25,325 $25,925 per annum. The
chief judge of the District Court, during the period he serves as chief
judge, shall receive additional annual salary in an amount which shall
make his aggregate annual salary, while serving as chief judge,
equivalent to the annual salary then payable to an associate judge of
the Court of Special Appeals. Each judge shall likewise be entitled
to mileage, at the rate established for State employees for travel
