AN ACT to repeal and re-enact, with amendments, Section 5 (a) of
Article 77A of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Higher Education," subtitle "Community
Colleges," to remove the reference to the county Superintendent
and add the Secretary-Treasurer to the group of those people who
are responsible for the preparation of the annual budget and the
expenditure of budgeted funds of the community colleges.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5 (a) of Article 77A of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Higher Education," subtitle
"Community Colleges," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

(a) Except for regional community colleges, the County Superin-
tendent of Schools (and in Baltimore City the Superintendent of
Public Instruction) shall serve as secretary and treasurer to the
Board of Trustees. The president of the community college shall
attend all meetings of the board, except those involving his personal
position as president. Except for regional community colleges, the
Board of Trustees, [the Superintendent] Secretary-Treasurer, and
the President of the community colleges are charged with prepara-
tion of the annual budget, its presentation to the County Commis-
sioners, County Council, or the Board of Estimates of Baltimore City,
and the receipt and expenditures of budgeted funds under an ade-
quate accounting system, subject to review by the auditor of the
County or of Baltimore City, as the case may be. The board of trus-
tees shall be styled "The Board of Trustees of..............................community
(or junior) college" and it may adopt a corporate seal. Except for
regional community colleges, the Chairman of the Board of Educa-
tion or the Board of School Commissioners is the Chairman of the
Board of Trustees.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 71A of
Article 26 of the Annotated Code of Maryland (1966 Replacement
Volume and 1970 Supplement), title "Courts," subtitle "Special
Powers in Juvenile Causes," giving any judge exercising juris-
diction the power to award a judgment in favor of a wronged
person for all damages including medical expenses against any
