(d) Of the net motor vehicle fuel tax revenues available for dis-
tribution under this section, as determined by the Gasoline Tax
Division, [four] five hundred thousand dollars [($400,000.00)]
($500,000.00) shall be allocated to the use of the Waterways Improve-
ment Fund. FOR THE 1972 AND 1973 FISCAL YEARS ONLY,
THE ENTIRE AMOUNT OF THIS SUM SHALL BE DISBURSED
TO THE FISH AND WILDLIFE ADMINISTRATION, AND FOR
ALL SUCCEEDING FISCAL YEARS THIS SUM SHALL BE DIS-
BURSED TO THE FUND.
[From and after July 1, 1968, no further refund of taxes on motor
vehicle fuel, as defined in this subtitle shall be allowed for water-
craft usage, except in the case of watercraft used and devoted to
commercial purposes, the refunds of which shall continue to be paid
from the gross revenues of the gasoline tax.]
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 233
(Senate Bill 324)
AN ACT to repeal and re-enact, with amendments, Section 652
(c) of Article 43 of the Annotated Code of Maryland (1965 Re-
placement Volume and 1970 Supplement), title "Health," sub-
title "Sanitary Districts," changing the maximum advances by
county governing bodies for newly constituted or proposed sani-
tary districts from five thousand dollars ($5,000) to twenty thou-
sand dollars ($20,000).
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 652 (c) of Article 43 of the Annotated Code of Mary-
land (1965 Replacement Volume and 1970 Supplement), title
"Health," subtitle "Sanitary Districts," be and it is hereby repealed
and re-enacted, with amendments, and to read as follows:
652.
(c) That for the purpose of providing for the organization and
preliminary expenses of any newly constituted or proposed sanitary
district, the governing body or governing bodies of the county or
counties in which such sanitary district lies may furnish the district
from time to time such sum, as in its discretion said governing body
or governing bodies may deem proper, but not to exceed [five]
twenty thousand dollars [( $5,000)] ($20,000) for any one sanitary
district, all of which shall be repaid out of the first bond issue, if
any, for the particular sanitary district. The authority for advances
granted by this subsection shall be in addition to other advances
authorized by this subtitle.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
