(b) The State Administrative Board of Election Laws is directed
to prepare and distribute to the boards, all forms required under
the provisions of this subtitle.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 217
(Senate Bill 70)
AN ACT to add new Section 9E to Article 64A of the Annotated
Code of Maryland (1968 Replacement Volume), title "Merit Sys-
tem," to follow immediately after Section 9D thereof, to adopt
certain contractual employees of the Book Shop of Towson State
College into the Classified Service without further examination or
qualification under certain conditions.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9E be and it is hereby added to Article 64A of the
Annotated Code of Maryland (1968 Replacement Volume), title
"Merit System," to follow immediately after Section 9D thereof, and
to read as follows:
9E.
Any contractual employee of the Book Shop of Towson State Col-
lege who has had as of July 1, 1971, continuous, full-time, satis-
factory service for a period equivalent to that required to complete
a probationary period in the Classified Service shall be adopted into
the Merit System under Article 64A of the Annotated Code of Mary-
land, without further examination or qualification. An employee
adopted into the State Merit System pursuant to this Act SECTION
shall be given credit for the years of service rendered as a con-
tractual employee of the Book Shop of Towson State College for the
purpose of establishing (1) compensation rates including increments,
and (2) the basic rates for annual leave and sick leave credit earn-
ings provided under said Article 64A. An employee who has been
included into the State Merit System under this Act SECTION shall
not receive any diminution in compensation (based on the employee's
salary as of the date of adoption) solely as a result of such inclusion.
Neither shall there be any diminution in respective amounts of accu-
mulated annual leave and sick leave credited to each such employee
at the time of such inclusion.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
