land (1957 Edition), (1969 Replacement Volume), title "Higher
Education," subtitle "Scholarships," be and the same is hereby re-
pealed and re-enacted, with amendments, to read as follows:

37.

(a) The designation of the recipient of any award to be made
by Senators and authorized by this subtitle shall be made by the
Senators by [August 1] July 1 of the year in which the appointment
is to be made. All such scholarships to which residents of Harford
County are entitled shall be awarded by the Harford County Board
of Education. In the event any designation is not made by this time,
the right to make the award shall thereafter be exercised by the
State Scholarship Board.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(Senate Bill 38)

AN ACT to repeal and re-enact, with amendments, Sections 3-4 and
3-5 of Article 33 of the Annotated Code of Maryland (1967 1971
Replacement Volume and 1970 Supplement) ) title "Election Code,"
subtitle "Registration of Voters—General Provisions," to repeal
and re-enact, with amendments, Section 20-1 of said Article of
said Code, title "Election Code," subtitle "Presidential Electors,"
to repeal and re-enact, with amendments, Section 21-1 of said
Article of said Code, title "Election Code," subtitle "United States
Senators," to repeal and re-enact, with amendments, Sections 27-1,
27-2, 27-4, 27-5 of said Article of said Code, title "Election Code,"
subtitle "Absentee Voting," to repeal and re-enact, with amend-
ments, Sections 28-1 and 28-3 of said Article of said Code, title
"Election Code," subtitle "Uniform Act for Voting by New Resi-
dents in Presidential Elections," to provide that those persons 18
years old may register and vote for federal offices IN GENERAL
OR SPECIAL ELECTIONS, to change the residency requirement
for qualified voters, to change the requirements for absentee vot-
ing, to change the residency requirement in Presidential Elections,
and relating generally to elections in the State of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
