"Election Code," subtitle "Absentee Voting," to repeal and re-enact,
with amendments, Sections 28-1 and 28-3 of said Article of said
Code, title "Election Code," subtitle "Uniform Act for Voting by
New Residents in Presidential Elections," be and they are hereby re-
pealed and re-enacted, with amendments, to read as follows:
3-4.
(a) Only persons, constitutionally qualified to vote in the precinct
or district, as the case may be, shall be registered as qualified voters.
(b) The constitutional qualifications of voters are the following;
each one of which is applicable to every voter:
(1) Citizen of United States;
(2) Age of twenty-one years or older [;] , except for federal offices
when the age shall be eighteen years or older;
(3) Resident of State for [one year] six months preceding gen-
eral election;
(4) Resident of county or legislative district of Baltimore City,
[for six months, preceding general election] in which he may offer
to vote, as of the time for closing of registration, next preceding
the election;
(5) Not convicted of larceny or infamous crime, unless pardoned
by the Governor;
(6) Not the subject of any guardianship proceedings; nor a lunatic
nor a person who is non compos mentis;
(7) Not convicted of buying or selling votes.
3-5.
(a) Any person who will be twenty-one years of age on or before
the day of any general OR SPECIAL election shall be entitled to vote
at such general OR SPECIAL election, and shall also be entitled to
vote at the primary election preceding such general OR SPECIAL
election, if otherwise entitled to be registered as a qualified voter.
Any such person shall be entitled to register to vote at any time
provided for registration of voters during such election year.
(b) Any person who will be 18 years of age on or before the day
of any general OR SPECIAL election shall be entitled to vote at such
general OR SPECIAL election for those persons seeking federal
office and shall also be entitled to vote for those persons seeking
federal office at the primary election preceding such general OR
SPECIAL election, if otherwise entitled to register as a qualified
voter. Any such person shall be entitled to register to vote at any
time provided for registration of voters during such election year.

Each citizen of this State entitled to vote for [Delegates to the
General Assembly] those persons seeking federal office shall have the
right to vote for the whole number of electors as provided in Section
