(Senate Bill 21)
AN ACT to add new Section 54C 325C to Article 43 of the Annotated
Code of Maryland (1970 Supplement), title "Health," subtitle
"Miscellaneous Provisions PLUMBING," to follow immediately
after Section 54B 325B thereof, to provide that the Secretary of
Health and Mental Hygiene THE DEPARTMENT OF LICENS-
ING AND REGULATION shall promulgate up-to-date plumbing
regulations AND THAT THE POLITICAL SUBDIVISIONS MAY
ENACT PLUMBING REGULATIONS AND PROVIDING FOR
ENFORCEMENT OF SUCH REGULATIONS.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 54C 325C be and it is hereby added to Article 43
of the Annotated Code of Maryland (1970 Supplement), title
"Health," subtitle "Miscellaneous Provisions PLUMBING," to
follow immediately after Section 54B 325B thereof, and to read as
follows:
The Secretary of Health and Mental Hygiene THE DEPART-
MENT OF LICENSING AND REGULATION shall ON OR
BEFORE JANUARY 1, 1972 promulgate up-to-date plumbing
regulations based on the principles of environmental sanitation and
safety through properly designed, acceptably installed, and ade-
quately maintained plumbing systems. THE POLITICAL SUB-
DIVISIONS MAY ENACT AND ENFORCE PLUMBING REGU-
LATIONS WHICH MEET OR EXCEED THE MINIMUM STAND-
ARDS PROMULGATED BY THE SECRETARY AND IF THE
SUBDIVISIONS DO NOT ENACT AND ENFORCE THESE
REGULATIONS THE STATE DEPARTMENT OF LICENSING
AND REGULATION SHALL ENFORCE THE STATE REGU-
LATIONS.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 215
(Senate Bill 30)
AN ACT to repeal and re-enact, with amendments, Section 37(a)
of Article 77A of the Annotated Code of Maryland (1957 Edition),
(1969 Replacement Volume), title "Higher Education," subtitle
"Scholarships," changing the date in which Senators must have
scholarships designated to the recipient.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 37(a) of Article 77A of the Annotated Code of Mary-
54C 325C.
