appointed to administer the rules of court adopted pursuant to
this Section. Violations of any rule of court promulgated here-
under shall be considered contempt of court and punished as for
contempt. In addition to those rules promulgated by the seventh
judicial circuit and pertaining to Prince George's County it is
hereby provided that in Prince George's County no person shall
engage in the business of becoming surety for compensation on
bonds in criminal cases until he shall have been approved by such
rules as the Circuit Court for Prince George's County may adopt.
The said bondsmen so approved shall pay a license fee of one (1)
percent of the gross value of all bonds written in all courts of the
county. The fee shall be paid to the court as prescribed by the
rules of court. The said fee shall be used for the payment of any
expenses incident to the administration of this section. Any abso-
lute bond forfeitures collected may be used to defray the above
expenses.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 268 of
Article 27 of the Annotated Code of Maryland (1971 Replacement
Volume), title "Crimes and Punishments," subtitle "Crimes and
Punishments," subheading "Gunning," to provide that in Somerset
County, permission to hunt on the land of another must be in
writing during the deer season.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 268 of Article 27 of the Annotated Code of Maryland
(1971 Replacement Volume), title "Crimes and Punishments," sub-
title "Crimes and Punishments," subheading "Gunning," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
268.
Every person who shall, upon any pretense whatever, come to hunt
with gun or dog upon the lands of another without leave or license
from the owner or possessors thereof first had and obtained, provided
that, in Somerset County such leave or license must be in writing
during the deer season, shall be deemed guilty of a misdemeanor,
and on conviction thereof before some justice of the peace in the
county where the offense is committed be fined by said justice of the
peace not less than five nor more than twenty-five dollars, and shall
stand committed to the county jail until such fine and costs are paid;
provided, however, that the person or persons so convicted shall have
