immediately after Subsection (d) thereof, as added by Chapter
418 of the Acts of 1959, and to read as follows:

(e) The County Roads Board may from time to time make
such rules and regulations by resolution as it shall deem necessary
to control and regulate the usage of the public landings, dis-
posal areas, and sanitary landfills including the access roads
thereto. Such rules and regulations when and as promulgated
or altered shall be published once a week for two (2) successive
weeks in some newspaper of general circulation in Queen Anne's
County. Any person violating such rules and regulations shall be
deemed guilty of a misdemeanor and upon conviction thereof shall
be fined not more then $500.00 or imprisoned for not more than
ninety (90) days or both fined and imprisoned.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of all
the members elected to each of the two houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 148
(House Bill 403)
AN ACT to repeal and re-enact, with amendments, Section 30A of
Article 26 of the Annotated Code of Maryland (1966 Replace-
ment Volume and 1970 Supplement), title "Courts," subtitle
"Circuit Courts for the Counties—Court Stenographers," gen-
erally authorizing the Circuit Courts for each of the counties
of the Second and Seventh Judicial Circuits to appoint a bond
commissioner to administer the rules of court applicable to bail
bonds and bail bondsmen in those counties.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 30A of Article 26 of the Annotated Code of Maryland
(1966 Replacement Volume and 1970 Supplement) title "Courts,"
subtitle "Circuit Courts for the Counties—Court Stenographers,"
be and it is hereby repealed and re-enacted, with amendments, and
to read as follows:
30A.
The circuit courts for each of the counties of the second and
seventh judicial circuits are authorized to prescribe by rule of
court the terms and conditions of bail bonds filed in the circuit
court or with an inferior court, trial magistrate or justice of the
peace in or for each county respectively. The power granted
herein includes but is not limited to prescribing the qualifications
of and fees charged by bondsmen. A bond commissioner may be
