certificate issued by the [bureau of assessments] office of finance,
showing that there are no unpaid taxes on the merchandise, fixtures
and stock of the applicant due to Baltimore County or the State of
Maryland, his renewal license shall be immediately suspended without
a hearing but thereafter shall be immediately returned without a
hearing upon presentation of such a certificate.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 140
(House Bill 276)

AN ACT to repeal Section 40(d-3) of Article 10 of the Annotated
Code of Maryland (1968 Replacement Volume and 1970 Supple-
ment), title "Attorneys at Law and Attorneys in Fact," subtitle
"State's Attorney," and to enact new Section 40(d-3) in lieu
thereof, to stand in the place of the section repealed, providing
for the number of assistant State's Attorneys in Baltimore County,
their appointment, salaries and duties.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 40(d-3) of Article 10 of the Annotated Code of Mary-
land (1968 Replacement Volume and 1970 Supplement), title
"Attorneys at Law and Attorneys in Fact," subtitle "State's
Attorney," be and it is hereby repealed; and that new Section 40(d-3)
be and it is hereby enacted in lieu thereof, to stand in the place of
the section repealed, and to read as follows:

40.

(d-3). [The State's Attorney shall appoint not more than twelve
(12) assistant State's Attorneys, the salary of each shall not exceed
twelve thousand five hundred dollars ($12,500.00) or such lesser
amount as shall be determined by the State's Attorney.]

The State's Attorney of Baltimore County may appoint seventeen
(17) assistant state's attorneys. The salary of the assistant state's
attorneys shall be not less than nine thousand five hundred dollars
($9,500) nor more than fifteen thousand dollars ($15,000) annually
as the State's Attorney may determine. The State's Attorney may,
however, designate four (4) of the seventeen assistants as full time
Assistant State's Attorneys at a salary of not less than seventeen
thousand dollars ($17,000) nor more than twenty thousand dollars
($20,000) annually as the State's Attorney may determine. The four
assistants designated as full time State's Attorneys shall not engage
in the private practice of law.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
