matron, [who shall receive compensation and benefits the same as
county employees under pay scale #8 in the county employees' classi-
fication system and] one (1) docket clerk, [who shall receive com-
pensation and benefits the same as county employees' under pay
scale #7 in the county employees' classification system. He shall
also appoint] and four additional full-time deputy sheriffs after
July 1, 1968 [, who shall each receive an annual salary of $7,500 for
their first year of employment and shall receive a $200 annual raise
thereafter until they reach the maximum salary of $8,500. The
payment of such compensation and expenses shall be made from
the general funds of Baltimore County, in the same manner as other
general county disbursements are made]. The Sheriff of Baltimore
County may also appoint persons to the positions of captain, lieu-
tenant and sergeant within his office. [The Captain, the Lieutenant,
and the Sergeant shall receive salaries of $9,500; $9,250; and $9,000;
respectively.] From and after July 1, 1968, there shall be no part-
time deputies employed in the Sheriff's office. All full-time employees
under this section shall be subject to the provisions of Article VIII,
title "Merit System" of the Charter of Baltimore County and the rules
and regulations passed by the County Council pursuant to this Char-
ter, as to qualifications, compensation and other regulations.

Sec. 2. And be it further enacted, That this Act shall apply to all
full-time employees appointed by the Sheriff and employed for a
period of six months prior to July 1, 1971, and still on duty as of
July 1, 1971, and they shall be qualified and employed under said
county's merit system as to qualifications, compensation and other
regulations.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 139
(House Bill 275)

AN ACT to repeal and re-enact, with amendments, Section 68 (m) of
Article 2B of the Annotated Code of Maryland (1970 Supplement),
title "Alcoholic Beverages," subtitle "Removal RENEWAL of
Licenses," to provide that in Baltimore County certain certificates
shall be issued by the office of finance rather than by the bureau
of assessments.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 68(m) of Article 2B of the Annotated Code of Maryland
(1970 Supplement), title "Alcoholic Beverages," subtitle "Removal
RENEWAL of Licenses," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

68.

(m) In Baltimore County, unless a licensee presents to the board
of liquor license commissioners by June 30 of the respective year, a
