SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 31 (4) of Article 83 of the Annotated Code of Mary-
land (1970 Supplement), title "Sales and Notices," subtitle "Home
Solicitation Sales Act," be and it is hereby repealed and re-enacted,
with amendments, and to read as follows:
31.
(4) Until the seller has complied with the obligations imposed
by this section the buyer may retain possession of goods delivered
to him by the seller and has a lien on the goods in his possession [of]
or control for any recovery to which he is entitled.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 103
(Senate Bill 757)
AN ACT to repeal and re-enact, with amendments, Section 9 of
Article 75½ of the Annotated Code of Maryland (1970 Supple-
ment), title "Professional Engineers and Land Surveyors," to
correct an erroneous reference therein.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 9 of Article 75½ of the Annotated Code of Maryland
(1970 Supplement), title "Professional Engineers and Land Sur-
veyors," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

The secretary of the Board shall receive and account for all moneys
derived under the provisions of this article, and shall pay the same
monthly to the State Treasurer, who shall keep such moneys in such
banks as he deems proper and such moneys shall become general
funds of the State. Such moneys shall thereafter be disbursed by
the Comptroller only pursuant to an appropriation made in accord-
ance with Sections 32 and 52 of Article 3 of the Constitution or
pursuant to the provisions of Sections 1 through 15, inclusive, of
Article 15A of this Code, title ["Budget and Procurement,"] "Budget
and Fiscal Planning," as amended from time to time. The secretary
of the Board shall, upon entering the performance of his duties, be
covered by a surety bond in accordance with the provisions of Sec-
tions 46 through 50 of Article 78A of the Annotated Code of Mary-
