to the County Commissioners, the citizens of Harford County, and the
Harford County Delegation in the General Assembly, analyzing these
various health services and making recommendations for improve-
ment or change. The Commission shall cooperate with other State
and local agencies concerned with the public health. The Commission,
from time to time, shall set forth policies and procedures designed to
provide comprehensive county planning for health services (both
public and private) including the facilities and persons required to
provide these services and to meet the health needs of the people of
Harford County. The Commission also shall encourage cooperative
efforts among governmental or non-governmental agencies, organ-
izations, and groups concerned with health services, facilities, or
manpower.
(g) The Commission, with the approval of the County Commis-
sioners, from time to time may accept Federal, State, or other funds
as available to carry out the purposes of this Section.
(h) The County Commissioners shall direct all officers and agen-
cies of Harford County to render reasonable assistance and co-
operation to the Health Planning Commission.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 88A to Article 77 of the Annotated
Code of Maryland, (1969 Replacement Volume), title "Public
Education," subtitle "Chapter 6. The Public Schools," to follow
immediately after Section 88 thereof, to provide for a program of
drug education in the public schools. AND ITS COORDINATION
WITH OTHER STATE AGENCIES CONCERNED WITH DRUG
ABUSE PROGRAMS AND CONTROL.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 88A be and it is hereby added to Article 77 of the
Annotated Code of Maryland, (1969 Replacement Volume), title
"Public Education," subtitle "Chapter 6. The Public Schools," to
follow immediately after Section 88 thereof, and to read as follows:
88A.
The State Board of Education shall develop and implement a
program of drug education in the public schools. The program shall
be taught in the fifth and subsequent grades INSTITUTED PRIOR
TO THE SIXTH GRADE in all public schools AS SOON AS PRAC-
TICABLE by instructors who have been trained in the field of drug
education. The State Board of Education shall establish criteria for
determining how a teacher may be deemed to be "trained in the
