CHAPTER 52
(Senate Bill 178)

AN ACT to add new Section 232A to the Code of the Public Local
Laws of Harford County (1965 Edition), being Article 13 of the
Code of Public Local Laws of Maryland, title "Harford County,
subtitle "County Commissioners," to follow immediately after
Section 232 thereof, providing that the County Commissioners of
Harford County shall appoint a Health Planning Commission,
and making general provisions for the membership, qualifications,
tenure, services, meetings, and powers and duties of the Com-
mission and of the powers and duties of the County Commissioners
in relation thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 232A be and it is hereby added to the Code of the
Public Local Laws of Harford County (1965 Edition), being Article
13 of the Code of Public Local Laws of Maryland, title "Harford
County," subtitle "County Commissioners," to follow immediately
after Section 232 thereof, and to read as follows:

232A.

(a)  The County Commissioners shall appoint a Harford County
Health Planning Commission with nine (9) members.

(b)  One member shall be appointed as a representative of Harford
Memorial Hospital; one shall be appointed as a representative of
the Citizens Nursing Home; one shall be appointed as a representa-
tive of the Harford County Medical Association; one shall be the
Deputy State Health Officer for Harford County, ex-officio. The other
five members of the Commission shall be representative citizens and
residents of Harford County, with awareness of and concern for
public health problems.

(c)   The members of the Commission shall serve terms of three
years each, except that of the nine persons first appointed, three
shall be appointed for terms of one year, three shall be appointed
for terms of two years and three shall be appointed for terms of
three years each. Thereafter, as terms expire each year, they shall
be filled by appointment of the County Commissioners from the
respective categories of the appointment then expiring. Any member
whose term is expiring may be reappointed to another term.

(d)   The members of the Commission shall receive no compensation
for their services, but they may be reimbursed by the County Com-
missioners for reasonable and necessary expenses incurred in the
discharge of their duties.

(e)   The County Commissioners, from time to time, shall desig-
nate a Chairman of the Commission. The Commission shall meet on
the call of the Chairman, in a place to be furnished by the County
Commissioners.

(f)  The Commission, from time to time, shall review the medical,
hospital, public health, nursing and other health services available
to the residents of Harford County. It shall prepare periodic reports
