executive. The terms of the members of the commission first appointed
shall be as follows: Three members to serve for one year; two members
to serve for two years, and two members to serve for three years. There-
after, the term of service shall be for three years. Each member of the
commission shall continue to serve after his term until his successor has
been appointed and has qualified.
Section 15-2. Compensation of members.
The members of the commission on [human] community relations
shall serve without compensation, but they may be reimbursed for all
expenses necessarily incurred in the performance of their duties in accord-
ance with appropriations made by the county council.
Section 15-3. Officers; meetings; quorum.
The commission on [human] community relations shall annually
elect one of its members as chairman and may elect such other officers
as it may deem necessary. The commission shall hold public meetings at
regular intervals, but not less frequently than once every month. Six
members of the commission shall constitute a quorum for the transaction
of business and a majority of vote of those present at any meeting shall be
sufficient for any official action taken by the commission.
Section 15-4. Executive director and other personnel; budget.
The county executive shall appoint [a person to serve as an executive
director under the commission on human relations.] an administrative
aide to serve on the staff of the county executive; such appointee shall
serve as executive director of the Community Relations Commission,
AND SHALL PERFORM SUCH DUTIES AND FUNCTIONS AS MAY
FROM TIME TO TIME BE PRESCRIBED BY THE SAID COMMIS-
SION. Other personnel may be authorized by the county executive to
assist the commission in carrying out the provisions of this title. In
proposing a budget for the operation of the commission, and in selecting
other personnel, the county executive shall take into consideration the
recommendations of the commission.
Section 15-5. Powers and responsibilities.
(a) The commission on [human] community relations shall have
the authority and responsibility to approach the problem of intergroup
relations in a broad and comprehensive manner in the areas of employ-
ment, housing, education, public accommodations and in any other field
where intergroup relations are in question. The commission shall have
the authority to undertake educational programs; to initiate and conduct
survey studies and inquiries; to initiate and conduct public hearings; to
cooperate with other commissions, agencies, organizations and groups,
and to provide for conciliation and mediation services.
(b) The chairman of the commission may, with the approval of the
commission, appoint such committees and advisory committees as may be
deemed necessary to aid in carrying out the functions of the commission.
The commission shall regularly and periodically, at intervals no less than
one time every three months, make reports to the county executive, the
county administrative officer and the county council on the status of activity
undertaken by the commission and on future planning by the commission.
The commission shall, on the basis of its findings and conclusions, make
recommendations to the county council, the county executive and the
county administrative officer for appropriate action.
