(d) Every site plan shall show the name and address of the owner
or developer, assessment district, north point, date, scale of drawing and
number of sheets. A blank space three inches (3") wide and five inches
(5") high shall be reserved in the upper right hand corner for use of
the approving authority. Ten (10) clearly legible (blue or black line)
copies of all site plans shall be submitted to the Office of Planning and
Zoning, at a scale of not less than one inch (1") to two hundred feet
(200'); each sheet of said plan shall measure twenty-four inches (24")
wide by thirty-six inches (36") long, and shall have a one and one quarter
inch (1¼") margin for binding along the left edge.

Section 13-370.3—Procedure for Processing

Upon receipt, the Office of Planning and Zoning shall route copies
of the application and site plan to the appropriate departments, agencies,
or officials; a decision shall be rendered on said application and site plan
within forty-five (45) working days from the filing thereof. FAILURE
OF THE OFFICE OF PLANNING AND ZONING TO RENDER A DECI-
SION WITHIN THE PRESCRIBED TIME SHALL RESULT IN A PRE-
SUMPTION OF APPROVAL.

Section 13-370.4—Agreement and Bond

When required the owner or developer shall submit an agreement to
construct any required physical improvements which may be made con-
ditional to the site plan approval. Such agreement shall be in the form
and substance as approved by the County, and shall be accompanied with
a bond with a surety or condition acceptable to the County in the amount
of the estimated cost of the required physical improvements as determined
by the Director of Public Works. The provision of all required public
improvements shall be secured to the County by the execution of a Public
Works Agreement satisfactory in form and content to the Director of
Public Works.

Section 13-370.5—Expiration and Extension

Approval of site plans shall expire one (1) year after date, unless
the building permits have been obtained for construction in accordance
therewith. Upon written request by the applicant within ninety (90)
days of the expiration of said approval, a single one (1) year extension
may be given by the Office of Planning and Zoning. Such request shall
be acknowledged and the decision rendered thereon not more than thirty
(30) days after the filing of said request. FAILURE OF THE OFFICE
OF PLANNING AND ZONING TO RENDER A DECISION WITHIN
THE PRESCRIBED TIME SHALL RESULT IN A PRESUMPTION OF
APPROVAL.

Section 13-370.6—Appeal

Within thirty (30) days of said decision, any person aggrieved thereby
may file a notice of appeal with the County Board of Appeals, pursuant
to Article 25A of the Annotated Code of Maryland, and Article VI of the
Charter of Anne Arundel County (and any ordinance, rules or regulations
adopted pursuant thereto).

Section 13-370.7—Inspection and Supervision During Installation

(a) Inspection during the installation of off-site improvements and
required on-site improvements shall be made by the department or de-
partments certifying to the applicable requirements.
