THE COUNTY. AT LEAST ONE CLASSROOM-TEACHING PRO-
FESSIONAL SHALL BE A MEMBER OF THE COMMISSION.
THE BOARD AND THE SUPERINTENDENT OF THE DEPART-
MENT OF EDUCATION SHALL BE INVITED TO SEND A
REPRESENTATIVE TO SERVE AS A MEMBER, EX OFFICIO,
OF THE COMMISSION. THE COMMISSION SHALL PROVIDE A
CONTINUOUS ANALYSIS OF THE EDUCATIONAL AND CUL-
TURAL NEEDS, PROGRAMS AND FACILITIES OF THE COUNTY
AND SHALL PROVIDE ADVICE AND RECOMMENDATIONS TO THE
COUNTY GOVERNMENT AS TO PROCEDURES, PLANS, PROGRAMS
AND LEGISLATION TO FURTHER ITS BROAD PURPOSES. IT
SHALL ALSO SERVE AS A FOCAL POINT FOR COMMUNICATIONS
BETWEEN THE COUNTY GOVERNMENT AND THE CITIZENRY,
GROUPS CONCERNED WITH EDUCATIONAL AND CULTURAL
MATTERS, AND PROFESSIONAL EDUCATORS. IT MAY PROVIDE
ADVICE AND RECOMMENDATIONS TO THE SUPERINTENDENT
AND BOARD OF EDUCATION.

(5) YOUTH COMMISSION—THE YOUTH COMMISSION SHALL
BE COMPOSED OF A REPRESENTATIVE GROUP OF YOUNG CITI-
ZENS OF THE COUNTY, BETWEEN THE AGES OF SIXTEEN (16)
THROUGH TWENTY-FIVE (25), WHO ARE CONCERNED WITH THE
GROWTH, DEVELOPMENT AND PROGRESS OF ANNE ARUNDEL
COUNTY, ITS GOVERNMENT, AND THE PROVISION OF SERVICES
WHICH ARE RESPONSIVE TO THE NEEDS OF ITS CITIZENRY.
THE MEMBERS OF THE COMMISSION MAY INVITE ADULTS TO
PARTICIPATE IN ITS DELIBERATIONS AS MEMBERS EX OFFICIO,
ADVISERS OR WITNESSES. THE COUNTY EXECUTIVE SHALL
DESIGNATE AT LEAST ONE (1) REPRESENTATIVE FROM THE
EXECUTIVE BRANCH AND MAY INVITE AT LEAST ONE (1)
PROFESSIONAL EDUCATOR IN THE SOCIAL STUDIES TO SERVE
AS ADVISERS TO THE COMMISSION. THE COMMISSION SHALL BE
PRIMARILY CONCERNED WITH (1) THE EXAMINATION OF THE
BROAD SPECTRUM OF SERVICES, PROGRAMS AND FACILITIES
OF THE COUNTY GOVERNMENT, (2) THE RECOMMENDATION
OF PROCEDURES, PROGRAMS, PLANS AND LEGISLATION TO
IMPROVE THE COUNTY GOVERNMENT, (3) REMEDYING IDEN-
TIFIABLE PROBLEMS, (4) RENDERING MORE EFFICIENT AND
ECONOMICAL SERVICES, OR (5) MEETING PREVIOUSLY UNMET
NEEDS OF THE CITIZENRY. IT SHALL SERVE AS A FOCAL POINT
FOR COMMUNICATIONS BETWEEN THE COUNTY GOVERNMENT
AND THE YOUTH OF THE COUNTY. IT MAY ALSO RECOMMEND
AND SPONSOR (SUBJECT TO BUDGETARY AND LEGAL LIMITA-
TIONS) PROGRAMS SPECIFICALLY GEARED TO THE NEEDS AND
ACTIVITIES OF YOUTH AND PROGRAMS OF YOUTH ORIENTA-
TION AND PARTICIPATION IN THE GOVERNMENTAL PROCESS,
SUCH AS "YOUTH IN GOVERNMENT WEEK", A SPEAKERS BU-
REAU FOR YOUTH GROUPS AND CLASSES, AND SIMILAR PRO-
GRAMS OR PANELS.

Section 3. AND BE IT FURTHER ENACTED, THAT SECTION
405 (A) OF SAID CHARTER, ARTICLE IV, "THE COUNTY EXECU-
TIVE", BE AND IT IS HEREBY REPEALED AND RE-ENACTED
WITH AMENDMENTS, TO READ AS FOLLOWS:

TO SUPERVISE, DIRECT AND CONTROL, SUBJECT TO LAW
AND THE PROVISIONS OF THIS CHARTER, THE EXECUTIVE
