2564                               County Local Laws

CRIMINATION; IT SHALL ALSO RECOMMEND PROCEDURES, PRO-
GRAMS AND LEGISLATION APPROPRIATE TO ITS AREAS OF
CONCERN. IN DISCHARGING ITS DUTIES, SAID COMMISSION
SHALL UTILIZE RESEARCH AND EDUCATIONAL PROGRAMS,
AND MAY ADVISE AND COUNSEL RESIDENTS, CIVIC AND COM-
MUNITY ORGANIZATIONS, AND COMMERCIAL AND INDUSTRIAL
ENTERPRISES.

(2)    ECONOMIC DEVELOPMENT COMMISSION—THE ECO-
NOMIC DEVELOPMENT COMMISSION SHALL BE COMPOSED
OF MEMBERS OF THE BUSINESS AND INDUSTRIAL COM-
MUNITIES AS WELL AS CITIZENS-AT-LARGE, AND SHALL BE
CONCERNED WITH PROVIDING ADVICE AND RECOMMEN-
DATIONS CONSISTENT WITH APPROVED ZONING PLANS
AND ORDINANCES AND ACCEPTED ECONOMIC AND FISCAL
PRINCIPLES, REGARDING PROCEDURES, PROGRAMS AND
LEGISLATION REQUIRED TO FOSTER AND PROMOTE ECO-
NOMIC DEVELOPMENT AND TOURISM IN ANNE ARUNDEL
COUNTY. SAID COMMISSION SHALL FURTHER PROMOTE AND
FOSTER LIAISON AND COMMUNICATION BETWEEN THE
COUNTY GOVERNMENT, THE BUSINESS COMMUNITY, TRADE AS-
SOCIATIONS, CHAMBERS OF COMMERCE AND SIMILAR ORGANI-
ZATIONS. STATE ECONOMIC DEVELOPMENT AND TOURISM
AGENCIES, AND PROSPECTIVE CLIENTS FOR FUTURE LOCA-
TION WITH THE COUNTY.

(3)    ADVISORY COMMISSION ON ENVIRONMENTAL MAT-
TERS—THE
ADVISORY COMMISSION ON ENVIRONMENTAL
MATTERS SHALL BE COMPOSED OF CITIZENS CONCERNED
WITH CONSERVATION AND PROTECTION OF THE ENVI-
RONMENT, INCLUDING AS REPRESENTATIVES FROM THE
BUSINESS COMMUNITY AND CITIZENS-AT-LARGE. IT SHALL
BE PRIMARILY CONCERNED WITH (1) EXAMINING ALL
FACETS OF COUNTY GOVERNMENTAL ACTIVITIES AND PRO-
GRAMS TO ASSESS THEIR IMPACT UPON THE NATURAL
RESOURCES AND ENVIRONMENT OF THE COUNTY AND (2)
EXAMINING OTHER ACTIVITIES AND PROGRAMS WITH-
IN THE COUNTY, WHETHER CARRIED OUT BY THE PRI-
VATE SECTOR OR BY OTHER GOVERNMENTAL AGENCIES. IT
SHALL RECOMMEND PROCEDURES, PROGRAMS AND LEGISLA-
TION WHICH ARE DEEMED APPROPRIATE OR NECESSARY TO
FURTHER THE PRESERVATION, PROTECTION, AND IMPROVE-
MENT OF THE ENVIRONMENT OF ANNE ARUNDEL COUNTY AND
ITS NATURAL RESOURCES. IT SHALL SERVE AS A FOCAL POINT
FOR COMMUNICATION BETWEEN THE COUNTY GOVERNMENT
AND THE VARIOUS PRIVATE CONSERVATION, ENVIRONMEN-
TAL AND PRESERVATIONIST SOCIETIES WITHIN THE COUNTY.
THE STATE DEPARTMENT OF NATURAL RESOURCES AND THE
ANNE ARUNDEL COUNTY SOIL CONSERVATION DISTRICT SHALL
BE INVITED TO SEND A REPRESENTATIVE TO SERVE AS EX
OFFICIO MEMBERS OF THIS COMMISSION.

(4)    ADVISORY COMMISSION ON EDUCATIONAL MATTERS-
TILE
ADVISORY COMMISSION ON EDUCATIONAL MATTERS
SHALL BE COMPOSED OF A BROADLY REPRESENTATIVE GROUP
OF CITIZENS OF THE COUNTY WHO ARE INTERESTED IN AND
CONCERNED WITH THE COUNTY GOVERNMENT'S ROLE IN THE
DEVELOPMENT OF VITAL RESPONSIVE AND EFFICIENT EDUCA-
TIONAL AND CULTURAL PROGRAMS AND FACILITIES WITHIN
