shall be a graduate of a college or university of recognized standing, and
shall be appointed solely with regard to his qualifications for the duties
of the office. He shall be responsible directly to, and appointed by, the
County Executive. The structure of said department shall be provided
from time to time by directive of the County Executive, or (upon recom-
mendation by the County Executive) by Ordinance of the County Council;
and further provided that such structure shall include a Human Relations
Commission, an Economic Development Commission, an Advisory Com-
mission on Environmental Matters, an Advisory Commission on Educa-
tional Matters, and a Youth Commission.
Section 536B
The function of the Department of Community and Industrial Affairs
shall be to formalize the lines of communication between the government
and the communities of the county, whereby the citizens may become
better informed as to the actions and programs of the government and the
government become continuously informed as to the needs and desires of
the communities; to communicate with the industrial community concern-
ing the potential of the county; to provide a focal point for communication
between the executive branch and legislative branch, the educational
system, persons concerned with conservation and environmental matters,
the county employees, official commissions, citizens with complaints and
requests, national, state and regional governmental structures, public in-
formation media and whatever other groups as may be deemed advisable;
and to perform such other functions as may be provided from time to
time by directive of the County Executive or by Ordinance of the County
Council.
Section 536C
THERE SHALL BE FIVE (5) COMMISSIONS ATTACHED TO
THE DEPARTMENT OF COMMUNITY AND INDUSTRIAL AFFAIRS
WHOSE BROAD PURPOSES SHALL BE TO ENLIST CITIZEN PAR-
TICIPATION AND ADVICE FROM A BROADLY REPRESENTATIVE
CROSS-SECTION OF THE COMMUNITY, IN THOSE AREAS WITH
WHICH EACH COMMISSION IS CONCERNED. THE COUNTY EX-
ECUTIVE MAY BY DIRECTIVE OR (UPON RECOMMENDATION OF
THE COUNTY EXECUTIVE) THE COUNTY COUNCIL MAY, BY OR-
DINANCE (NEITHER OF WHICH MAY BE INCONSISTENT WITH
THE PROVISIONS HEREIN), MORE SPECIFICALLY DEFINE,
ALTER, BROADEN OR RECONSTITUTE THE COMPOSITION,
DUTIES AND RESPONSIBILITIES OF EACH SUCH COMMISSION.
THE MEMBERS OF EACH COMMISSION SHALL SERVE WITHOUT
COMPENSATION, BUT (SUBJECT TO BUDGETARY LIMITATIONS)
MAY, BE REIMBURSED FOR REASONABLE EXPENSES ATTEND-
ANT TO THEIR DUTIES AS COMMISSION MEMBERS. NO COMMIS-
SION SHALL HAVE OR RETAIN PERMANENT STAFF, BUT (SUB-
JECT TO BUDGETARY LIMITATIONS) SHALL MAY BE PROVIDED
ADEQUATE STAFF SERVICES BY PERSONNEL OF THE DEPART-
MENT OF COMMUNITY AND INDUSTRIAL AFFAIRS. THE COM-
MISSIONS SHALL BE AS FOLLOWS:
(1) HUMAN RELATIONS COMMISSION—THE HUMAN RELA-
TIONS COMMISSION SHALL BE COMPOSED OF A BROAD REPRE-
SENTATION OF THE RACIAL, RELIGIOUS, ETHNIC AND AGE
GROUPS WITHIN THE COUNTY, AND SHALL CONCERN ITSELF
WITH PROMOTING EQUAL RIGHTS AND OPPORTUNITIES FOR
ALL PERSONS, AND THE ELIMINATION OF PREJUDICE AND DIS-
