and at least one (1) year of experience at the level of Senior Programmer;
or graduation from a recognized high school and two (2) years of ex-
perience at the level of Senior Programmer in third generation language
(s); or any equivalent combination of education and experience.

Section 6. AND BE IT FURTHER ENACTED, That this Ordinance
shall take effect forty-five (45) days from the date it becomes law.

An Ordinance to propose an amendment to Section 507 of Article V
of the Charter of Anne Arundel County, titled, "The Executive
Branch", and to add new Sections 536A, 536B AND 536C to said Char-
ter and Article, heading, "The Operating Departments", immediately
preceding Section 537 thereof, to be under the new subheading, "De-
partment of Community and Industrial Affairs", to establish the De-
partment of Community and Industrial Affairs, to provide for the
authority and administration thereof; TO PROPOSE AN AMEND-
MENT TO SECTION 405 (A) OF ARTICLE IV, "THE COUNTY
EXECUTIVE", TO BESTOW UPON THE COUNTY EXECUTIVE
THE DUTY OF APPOINTING THE DIRECTOR OF COMMUNITY
AND INDUSTRIAL AFFAIRS; to submit said amendments to the
qualified voters of Anne Arundel County, Maryland, for their adoption
or rejection, and matters generally related thereto.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That Section 507 of Article
V of the Charter of Anne Arundel County, titled "The Executive Branch",
be and it is hereby repealed and re-enacted, with amendments, to read
as follows:

Section 507

There shall be the following departments under the immediate direc-
tion and control of the County Executive: Department of Community and
Industrial Affairs,
Department of Public Works, Department of Inspections
and Permits, Department of Police, Department of Fire, Department of
Recreation and Parks, and to the extent permitted by public, general law,
Department of Education, Department of Libraries, Department of Health
and Department of Welfare.

Section 2. AND BE IT FURTHER ENACTED, That new Sections
536A and, 536B AND 536C be and they are hereby added to said Charter
and Article, heading, "The Operating Departments", immediately preceding
Section 537 thereof, to be under the new subheading, "Department of
Community and Industrial Affairs'" and to read as follows:

Department of Community and Industrial Affairs
Section 536A

The Department of Community and Industrial Affairs shall be ad-
ministered by the Director of Community and Industrial Affairs who
