forth the requirements for loading and parking spaces, area entrances
and exits, and driveways; providing for the adoption of zoning maps;
authorizing the County Solicitor to renumber such sections of this
Ordinance as may be necessary or desirable when additional sections
of this Subtitle are adopted; providing that this Ordinance shall
become effective only upon the adoption of the entire Subtitle and the
repealer of the existing Zoning laws; and matters generally related
thereto.

WHEREAS, the Charter of Anne Arundel County, Maryland, provides
that the life of a bill is sixty-five (65) days; and

WHEREAS, it is impractical and unrealistic to attempt to have in-
telligent and meaningful public hearings on a complete Zoning Ordinance
within said sixty-five (65) day period, it is the intent of the County
Council of Anne Arundel County, Maryland to adopt Subtitle 3, "Zoning",
in sections, no section becoming effective until the complete subtitle is
adopted.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That new Sections 13-320
through 13-320.6, inclusive, be and they are hereby added to the Anne
Arundel County Code (1967 Edition and Supplements), Title 13, "Plan-
ning and Zoning",, Subtitle 3, "Zoning", to follow immediately after
Section 13-319.8 (as enacted by Bill No. 54-70), to be under the new
Article VIII, "Off-Street Parking", and to read as follows:

Article VIII—Off-Street Parking
Section 13-320—In General

(a)    The loading or parking spaces required by this Article shall be
reserved for the particular use or structure for which they are required,
and shall not be located on or extend into any public right-of-way.

(b)    All parking and loading entrances and exits shall be located
not less than fifty feet (50') from the intersection of streets, and shall
not be on any limited access road.

(c)    Parking and loading area driveway entrances and exits shall
measure not less than twelve feet (12') in width for one way traffic,
and not less than twenty-five (25') in width for two way traffic. The
curb radius for such entrances and exits shall not be less than ten feet
(10') on local or collector streets, nor less than twenty feet (20') on
major arterials or highways.

(d)    Interior parking and loading driveways for one way traffic shall
measure not less than twelve feet (12') in width for diagonal and parallel
parking, and not less than twenty feet (20') in width for perpendicular
parking. Parking and loading driveways for two way traffic shall measure
not less than twenty-four feet (24') in width.

(e)    All parking areas, loading areas and driveways shall be graded
and drained so as to dispose of all surface water accumulation, and paved
with a durable and dustless surface.

(f)    Parking areas, loading areas and driveways within all districts
except RA—Agricultural Residential, and Rl, R2 and R5 Residential
Districts shall be located not less than ten feet (100 from any lot line.
Parking structures shall conform to the setback requirements of the dis-
trict wherein located.
