application shall state the date and time of said parade, the number and
types of units participating in said parade, the estimated attendance, the
proposed route, and such other information as may be requested by the
Anne Arundel County Police Department or the Department of Inspec-
tions and Permits. The requirement for said permit shall not infringe
upon the freedom of the right to assemble; said permit shall be issued
BY THE DEPARTMENT OF INSPECTIONS AND PERMITS' except
in instances in which the Chief of Police of the Anne Arundel County
Police Department (or his designee) determines that the safety and con-
venience of the public in the use of the streets or sidewalks would be
unduly disturbed.

(B) NOTWITHSTANDING ANY PROVISION TO THE CON-
TRARY, PARADE PERMITS MAY BE ISSUED BY THE DEPART-
MENT OF INSPECTIONS AND PERMITS IN INSTANCES WHERE
THE APPLICATION HAS BEEN MADE LESS THAN THIRTY (30)
DAYS PRIOR TO THE ANTICIPATED PARADE DATE, PROVIDED
THE CHIEF OF POLICE OF THE ANNE ARUNDEL COUNTY POLICE
DEPARTMENT (OR HIS DESIGNEE) APPROVES SAID APPLI-
CATION, AND ADVISES THE DEPARTMENT OF INSPECTIONS
AND PERMITS, IN WRITING, THAT THE SAFETY AND CONVEN-
IENCE OF THE PUBLIC IN THE USE OF THE STREETS OR SIDE-
WALKS WOULD NOT BE UNDULY DISTURBED.

(bC) The fee for said permit shall be One Dollar ($1.00). FOR
PURPOSES OF THIS SECTION, A PARADE IS DEFINED AS ANY
PUBLIC PROCESSION OF PERSONS, VEHICLES AND/OR
FLOATS (OR ANY COMBINATION THEREOF).

(eD) Upon conviction of a violation of this section, any participant
of said parade shall be guilty of a misdemeanor, and shall be fined Twenty-
five Dollars ($25.00).

SECTION 2. AND BE IT FURTHER ENACTED, That this Ordi-
nance shall take effect forty-five days after it becomes law IS HEREBY
DECLARED TO BE AN EMERGENCY ORDINANCE AND NECES-
SARY FOR THE IMMEDIATE PRESERVATION OF THE PUBLIC
PEACE, HEALTH, SAFETY, WELFARE, AND PROPERTY, AND BE-
ING PASSED BY THE AFFIRMATIVE VOTE OF FIVE (5) MEM-
BERS OF THE COUNTY COUNCIL, THE SAME SHALL TAKE
EFFECT FROM THE DATE IT BECOMES LAW.

(BEING ALSO SET FORTH AS SECTION 270B OF APPENDIX
D, "PENSIONS" OF SAID CODE (1967 EDITION AND SUPPLE-
MENTS) ); and Chapter 9, "Finance and Taxation," Article IV, "Pur-
chases and Expenditures," (BEING ALSO SET FORTH AS SECTION
9-65.1 OF APPENDIX D, "PENSIONS," OF SAID CODE (1967
EDITION AND SUPPLEMENTS)) respectively; and to add new
Section 1-242 to the Anne Arundel County Code (1967 Edition and
