be, and it is hereby added to the Anne Arundel County Code (1967 Edition
and Supplements), Title 17, "Taxation," Subtitle 7, "Miscellaneous Taxes"
to follow immediately after Section 17-703 (j) thereof and to read as
follows:

Section 17-703

(k) There is hereby created the Venice Beach Community District,
the limits of which are fully set forth in a certain deed recorded among
the Land Records of Anne Arundel County in Liber S. H. No. 44, folio 477,
which description is incorporated herein by reference. The purposes of
this district are for supporting an erosion program, installation of street
lights, the hiring of special police officers, and the maintenance of a road
network.

Section 2. AND BE IT FURTHER ENACTED, That this Ordinance
shall take effect forty-five (45) days from the date it becomes law.

An Emergency Ordinance to add new Section 12-1714 to the Anne
Arundel County Code (1967 Edition and Supplements), Title 12,
"Licenses, Permits and Inspections," Subtitle 17, "Miscellaneous Li-
censes and Permits," to follow immediately after Section 12-1713
thereof, and to be under the new Article IV, "Parades," prohibiting
parades without a permit; providing for notification of parade routes,
estimated attendance and size of parade; providing penalties for viola-
tion thereof; and matters generally related thereto.

Whereas, It is the duty of Anne Arundel County, Maryland, to provide
for the safety of its citizens; and

Whereas, In the exercise of our freedom and expression of our heritage,
it is customary to celebrate certain holidays or other occasions with a
parade;and

Whereas, To minimize the possibility of injury to its citizens and to
extract the full enjoyment of such parades, it is in the interests of the
citizens of the County that adequate safety precautions be taken and
proper traffic routes be established; now, therefore,

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That new Section 12-1714
be and it is hereby added to the Anne Arundel County Code (1967 Edition
and Supplements), Title 12, "Licenses, Permits and Inspections," Subtitle
17, "Miscellaneous Licenses and Permits," to follow immediately after
Section 12-1713 thereof and to be under the new Article IV, "Parades,"
and to read as follows:

Section 12-1714

(a) No parade may be held without first obtaining a parade permit
from the Department of Inspection and Permits. Application for said
permit shall be made not less than thirty (30) days prior to the antici-
pated parade date, and PROMPTLY forwarded to the Anne Arundel
County Police Department not more than ten (10) days thereafter. The
