108-1. Authority of school crossing guards; penalty for failure to obey
school crossing guards.

(a)    School crossing guards appointed under the regulations of the
county personnel board and appropriately uniformed so as to be identified
as officers and guards of the County, are authorized to be assigned to
school and church crossings designated by the County during hours when
children or adults go to and from school or church, for the purpose of
protecting the safety of such pedestrians using such crossings.

(b)    School crossing guards shall have the power to control vehicular
traffic as necessary and consistent with the safety of such school children
and pedestrians, including the power to signal, stop or otherwise direct
vehicular traffic so as to permit the safe crossing of persons using the
school or church crossing area. In emergencies, crossing guards may be
assigned traffic control duties by the county executive or superintendent of
police or may assist a police officer in traffic control at the officer's
request. Except in such emergency, or incidental to the safety of pedes-
trians using crossings, school crossing guards shall not be authorized
generally to direct traffic.

Section 8. Paragraphs 1 and 2 of Section 108-2, Chapter 108, title
"Vehicles, Traffic and Parking," of the Montgomery County Code 1965, is
hereby repealed and re-enacted, with amendments, to read as follows:

108-2. Snow and ice emergency traffic control.

The county executive is hereby authorized from time to time to desig-
nate, by regulation, important streets and highways of the County as snow
emergency routes, which shall be marked by "Snow Emergency Route"
signs, and public parking lots of the County, which shall be marked by
"Snow Emergency Lot" signs.

Upon the declaration of a snow emergency by the county executive
by press release and such other public notice within the discretion of the
county executive as it is practical to give under the circumstances, the
following traffic regulations shall be in effect and shall continue in effect
until the end of the emergency as determined by the county executive.
Such emergency may exist by reason of snow or icing conditions.

Section 9. Section 108-3, Chapter 108, title "Vehicles, Traffic and Park-
ing," of the Montgomery County Code 1965 is hereby repealed and re-
enacted, with amendments, to read as follows:

108-3. Parking of vehicles during periods of snow accumulation.

(a) During periods of snow accumulation, the county executive is
authorized, upon meeting the notice requirements of Section 108-2 of this
Code, to restrict as hereinafter provided the parking of any vehicles on
the streets and highways of the County for the purposes of facilitating
snow removal. Commencing at 8:00 A.M. on the day following the giv-
ing of notice by press release, the following restrictions shall be in force,
except on Sundays:

(1)    No parking shall be permitted between the hours of 7:00 A.M.
and 5:00 P.M. on Mondays, Wednesdays and Fridays on the side of
any street or highway where the buildings situated thereon bear even
street numbers.

(2)    No parking shall be permitted between the hours of 7:00 A.M.
and 5:00 P.M. on Tuesdays, Thursdays and Saturdays on the side of any
