2306                               County Local Laws

Members shall be residents of Montgomery County and shall be ap-
pointed for three-year terms. Original members shall be appointed for
one, two, and three-year terms as the Council shall determine to achieve
staggered terms.

The Council may designate a member of the Board to be its chairman.
In the absence of any member being so designated, the Board shall elect a
chairman. The Board may elect such other officers as it may deem neces-
sary. The Board shall meet not less than four (4) times a year. A meet-
ing of the Board may be called by the chairman on his own initiative or
on petition of three or more members. The Executive* is authorized to
make available such staff services, information, and facilities to the Board
as necessary to perform its duties hereunder. Members of the Board shall
serve without compensation unless the Council shall by resolution, from
time to time, fix compensation for the members. The Board shall submit a
written annual report to the Executive and Council no later than January
31 of each year.

The duties of this Board shall include:

(a)    Advise the Health Officer and the Council** on the feasibility,
planning, adequacy and on construction plans of public and private health
and mental health facilities which require County government approval
and/or funds.

(b)    Recommend public health and mental health goals to the Coun-
cil** and the Health Officer.

(c)    Advise the Health Officer and the Council** on alternative pro-
grams to attain public health and mental health goals and advise on pro-
gram emphasis and priorities.

(d)    Recommend to the County Health Officer and to the Executive
and Council items the Board believes should be included, deleted, reduced,
or increased in the budget of the Department of Health.

(e)    After consultation with and approval of the Council**, evaluate
the progress and effectiveness of the programs of the Department of Health
and report to the Executive and Council.

(f)    Assist in developing and maintaining cooperative relationships
between the County Health Department and other public and private agen-
cies in matters affecting health programs and services.

(g)    After consultation with and approval of the Council**, or on
referral from the Council** or Executive, inquire into all matters affect-
ing the public health of the County and to make recommendations thereon
to the Executive. All such recommendations shall be transmitted by the
Executive to the Council.

(h) Perform such related duties as may from time to time be as-
signed by the County Council**.

Section 2. The Committees established by Resolutions No. 6-141,
dated January 24, 1967, Mental Health Advisory Committee; No. 5-1381,
dated October 13, 1964, Advisory Committee on Health Facilities; and No.
6-266, dated March 7, 1967, Community Health Advisory Committee, are
hereby abolished and repealed.

Section 3. Effective December 7, 1970, the Board of Community and
Mental Health will be responsible to and be advisory to the County Execu-
