Section 4. Before borrowing any money or issuing any bonds pursuant
to this authority, the County Council shall adopt, in addition to or as a
part of any other resolutions required by Sections 2-111 through 2-119 of
the Montgomery County Code 1965, a resolution prescribing the terms
and conditions on which the proceeds of the bonds authorized hereunder
shall be made available for use by the Cabin John Park Volunteer Fire
Department, Inc., or its successor. The Council may provide by such reso-
lution that, in addition to the fact that the bonds authorized hereunder
are an irrevocable pledge of the full faith and credit of the entire County,
the principal and interest on such bonds shall be paid primarily from the
taxes levied within the Cabin John Park Fire Area pursuant to Chapter
30, Montgomery County Code 1965.
Section 5. This Act shall take effect on the 76th day following its
enactment.

An Act to add a new Section 88-11, title "Board of Community and
Mental Health," to Chapter 88, title "Health and Sanitation," of the
Montgomery County Code 1965, to create a Board of Community and
Mental Health consolidating three existing Committees—Mental
Health Advisory Committee, Advisory Committee on Health Facilities
and Community Health Advisory Committee; defining the composi-
tion, terms, compensation, and duties of such board; and abolishing
said committees created respectively by the following Resolutions
Nos. 6-141, dated January 24, 1967; 5-1387, dated October 13, 1964;
and 6-266, dated March 7, 1967, and to repeal Section 88-12 through
Section 88-17, Montgomery County Code 1965.
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
Section 1. Chapter 88, Montgomery County Code 1965, is amended to
add a new Section 88-11, title "Board of Community and Mental Health,"
to read as follows:
88-11. Board of Community and Mental Health.
There is hereby established a Board of Community and Mental Health
composed of nine (9) members appointed by the County Council who
shall be selected for their demonstrated interest, competence, and/or con-
cern in matters related to community and mental health. At least three
(3) members shall not be health professionals. Prior to its making ap-
pointments, the Council shall request the Montgomery County Medical
Society, Montgomery County Mental Health Association, the Southern
Maryland Dental Society, the Washington Society of Clinical Psychologists,
the Maryland Psychological Association, the Suburban Maryland Chapter
of the Washington Psychiatric Society, and other appropriate organiza-
tions to submit their recommendations within thirty (30) days as to
those persons qualified for such appointment. The recommendations shall
not be binding on the Council.
The County Health Officer shall serve as a non-voting, ex officio
member.
