action shall not be taken on any zoning application after the date of
the primary election in any year in which members of the County
Council are elected.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Section 16.210 and 16.211 be and the same are hereby
added to Title 16 of the Howard County Code, "Planning, Zoning and
Sub-Division Control," subtitle "Zoning," to read as follows:
16.210—Councilmanic Election Years
In any year in which members of the County Council are elected, the
incumbent Councilmen, sitting as the Howard County Zoning Board shall
not take final action on any zoning application after the date of the
primary election as set by law and until the newly elected County Council-
men have qualified and taken office.
16.211—EMERGENCIES
THE ENACTMENT OF THIS BILL SHALL NOT IN ANY WAY
PREVENT THE ZONING BOARD FROM ACTING ON ZONING MAT-
TERS WHICH ARE CONSIDERED, IN THE DISCRETION OF THE
BOARD, TO BE EMERGENCY MATTERS THAT COULD BE INJURI-
OUS TO THE COUNTY OR ANY OF ITS CITIZENS.
Section 2. And be it further enacted by the County Council of Howard
County, Maryland, That this Act shall take effect sixty (60) days after
its enactment.

An Act to legalize the 1969 Edition of the Howard County Code,
as edited by Charles A. Reese, Esquire, and Raymond J. Kane, Jr.,
Esquire, and approved by Thomas E. Lloyd, County Solicitor of
Howard County, and making it evidence of the law of Howard County
and making provisions for the publication, sale and distribution
thereof, and authorizing the publication, sale and distribution of
annual supplements thereto.
Whereas, Article II, Section 210(c) of the Howard County Charter
authorizes and directs the County Council to provide for a compilation
and codification of the law of Howard County; and
Whereas, this new edition of the Howard County Code is to contain
all the statutes still in force which were found in the 1965 Edition of the
Code of Public Local Laws of Howard County, which was legalized and
made evidence of the law by Chapter 355 of the Acts of the General
Assembly of 1965, and all the Public Local Laws still in force contained in
the Acts of the General Assembly of Maryland enacted at the Regular
Sessions of 1966, 1967, and 1968, and all the Acts of the County Council
of Howard County enacted during the 1969 Legislative Session;

Maryland, That the 1970 Edition of the Howard County Code, compiled
and edited by Charles A. Reese and Raymond J. Kane, Jr., and approved
by Thomas E. Lloyd, County Solicitor, be and the same is hereby legalized,
adopted and made evidence of the laws of Howard County, Maryland.
