Section 2. And be it further enacted, That the 1969 Edition of the
Howard County Code shall contain all Public Local Laws relating to Howard
County in effect at the completion of the 1969 Regular Legislative Session
of the County Council of Howard County and it shall be deemed and
taken in all the Courts of the State and by all Justices of the Peace and
Trial Magistrates of the State and by all other public officials of the State
and of any political subdivision thereof to be evidence of the Public Local
Laws of Howard County in existence at the time of compilation.

Section 3. And be it further enacted by the County Council of Howard
County, Maryland, That the County Executive of Howard County be hereby
authorized and directed to submit to this Council a Supplementary Budget
requesting an appropriation to provide for the publication, sale and distri-
bution of the said Code, and to provide in his subsequent annual budgets
a request for an appropriation for the publication, sale and distribution
of an annual supplement to the Howard County Code until such time as a
new Howard County Code is compiled.

Section 4. And be it further enacted, That it is the intention of the
County Council that the sections, paragraphs, sentences, clauses and
phrases of the Howard County Code hereby adopted are severable, and if
any phrase, clause, sentence, paragraph or section of the Howard County
Code hereby adopted shall be declared unconstitutional or otherwise invalid
by the valid judgment or decree of a Court of competent jurisdiction, such
unconstitutionally or invalidity shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of the Howard County
Code hereby adopted.

Section 5. And be it further enacted, That this Act shall take effect
sixty (60) days from the date of its enactment.

This Bill, having been approved by the Executive and returned to the
Council, stands enacted on September 10, 1970.

Council Bill No. 25

An Act to increase the compensation of the County Executive.

Section 1. Be it enacted by the County Council of Howard County,
Maryland, That, pursuant to Section 302(e) of the Howard County Charter,
the Executive shall be paid an annual salary of $23,000.00 for the calendar
years 1971 and 1972 and shall be paid an annual salary of $25,000.00
beginning January 1, 1973.

Section 2. And be it further enacted by the County Council of Howard
County, Maryland, That this Act, having received an affirmative vote of
two-thirds of the members, shall take effect on January 1, 1971.

An Act to prohibit through trucks on a certain section of St. John's
Lane and to provide for the appropriate posting thereof.
