license in conformity with Section 16.403 of this Act within one hundred
eighty (180) days after the effective date of this Act, (2) [the permittee
is of good moral character] the park site plan and specifications accom-
panying the application for a license comply as fully as possible with all
provisions of this Act and all other applicable statutes and regulations,
(3) the permittee shall have diligently endeavored to make the existing
park conform fully to the plans and specifications submitted with the
application, and (4) failure to make the existing park conform fully to
such plans and specifications and the provisions of this Act shall have been
due to causes beyond the control of the permittee, which for the purposes
of this Section shall mean a loss of more than ten percent (10%) of the
total number of sites in the park or a prohibitive reconstruction cost which
would render continued operation of the park economically impossible.

Section 2. And be it further enacted by the County Council of Howard
County, Maryland,
that should any Section or provision of this Act be
declared invalid by a court of competent jurisdiction, such declaration and
decision shall not affect the validity of the remaining portions of this Act.

Section 3. And be it further enacted by the County Council of Howard
County, Maryland,
that this Act shall take effect sixty (60) days after
it stands enacted.

An Act to add new Section 12.220 to title 12 of the Howard County
Code, title "Health and Social Services," subtitle "Sanitation," pro-
viding that no pasteurized milk shall be sold or offered for sale after
a prescribed time from the date when pasteurized, and to require
such expiring date to be stamped on the container in which the milk
is sold.

Section 1. Be it enacted by the County Council of Howard County,
Maryland,
That Section 12.220 be and the same is hereby added to Title 12
of the Howard County Code, "Health and Social Services," subtitle,
"Sanitation," to read as follows:

12.200—Pasteurized Milk; Limitation on Sale

(a) Pasteurized milk shall not be sold, delivered or offered for sale
after ninety (90) hours from the date of pasteurization, (b) The last date
upon which pasteurized milk can be sold, delivered or offered for sale, as
provided in subsection (a) above, shall be stamped on the cap or container
in such a manner as to be legible to the purchaser or prospective purchaser
thereof.

Section 2. And be it further enacted by the County Council of Howard
County, Maryland,
That this Act shall take effect sixty (60) days after
it stands enacted.
