2220 County Local Laws
subtitle "Trailer Camps," and to enact new Sections 16.400 thru
16.415, inclusive of the Howard County Code title "Planning, Zoning
and Subdivision Control," subtitle "Mobile Home Parks," in lieu
thereof to stand in place of the Sections so repealed, providing for the
licensing of Mobile Home Parks in Howard County establishing fees
therefor together with the requirements for transfers and renewals
of licenses; to provide for service buildings, fire protection, trash
collection, control of animals and pets, and management of Mobile
Home Parks, and providing further for the collection of mobile home
taxes; and establishing penalties to violation of this subtitle; PRO-
VIDING FOR SITE PLAN APPROVAL; PROVIDING FOR
HEALTH DEPARTMENT APPROVAL OF APPLICATIONS FOR
LICENSES; PROVIDING FOR REPEAL OF CONFLICTING
PROVISIONS OF OTHER PUBLIC LOCAL LAWS; PROVIDING
FOR REVOCATION OR SUSPENSION OF LICENSES AFTER
NOTICE AND HEARING; REQUIRING WRITTEN LEASES OF
OCCUPANCY; PROHIBITING LICENSEE FROM REQUIRING
THE PURCHASE OF UNITS FROM ANY DEALER, DISTRIB-
UTOR, OR MANUFACTURER, AS A CONDITION PRECEDENT
TO THE AVAILABILITY OR RETENTION OF SITES IN MO-
BILE HOME PARKS; AND DECLARING THIS ACT TO BE
AN EMERGENCY MEASURE.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Sections 303 thru 320, inclusive,
of the Code of Public Local Laws of Howard County (1965 Edition) being
Article 14 of the Code of Public Local Laws of Maryland, "Trailer Camps"
be and they are hereby repealed.
Section 2. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, That Sections 16.400
thru 16.418, inclusive, be and the same are hereby added to Title 16 of
the Howard County Code, "Planning, Zoning and Subdivision Control,"
subtitle "Mobile Home Parks," to read as follows:
16.400—Definitions
(a) "Licensee" means any person or group of persons licensed to
maintain and operate a mobile home park under the provisions of this
subtitle.
(b) "Licensing Authority" means the Howard County Department of
Public Works, Bureau of Licenses, Inspections, LICENSES and Permits.
(c) "Person" means any individual, firm, trust, partnership, asso-
ciation or corporation.
(d) "Unit" means any mobile home used as a dwelling.
(e) "Park, Mobile Home Park, or Mobile Housing Development"
means any plot or plots of ground upon which two or more units occupied
for dwelling or sleeping purposes are located.
(f) "Mobile Housing Subdivision/Condominium" means a plot or
plots of ground which is zoned for mobile home placement from which
sites are sold instead of rented.
(g) (F) "Site" means a plot of ground within a Mobile Home Park
designated for the placement of one mobile housing unit.
