THE MAYOR AND COMMON COUNCIL OF WESTMINSTER
Charter Resolution No. 4

Resolution of The Mayor and Common Council of Westminster
adopted pursuant to the authority of Article HE of the Constitution
of Maryland and Section 13 of Article 23A of the Annotated Code of
Maryland (1957) to amend the Charter of The Mayor and Common
Council of Westminster as set forth in Sections 737-796 of the Code of
Public Local Laws of Carroll County (Everstine, 1965) by repealing
and re-enacting with amendments Section 741 thereof, providing for
changing registration days from the dates and times set forth in said
Section 741 to registration days on the fourth Saturday of each
month from 9 o'clock, A.M., to 12 o'clock, noon, before a member of
the Board of Registration at the City Hall in Westminster, Maryland;
to delete the word "color" in the 12th line of said Section 741; for
cancellation of registration of voters by reason of not voting for six
years; and to add a new section to said Code to be known as Section
739A providing for absentee registration and voting for the members
of the Armed Forces, and to add a new section to said Code to be
known as Section 741A providing for absentee registration and voting
for physically disabled voters; and relating generally to Registration
of voters and elections in said municipality.

Section 1. BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF WESTMINSTER that the Charter of said municipal cor-
poration, as set forth in Sections 737-796 of the Code of Public Local
Laws of Carroll County (Everstine, 1965), as amended, be, and the same
is hereby amended by repealing and re-enacting Section 741A thereof with
amendments so as to read as follows:

741. Same; dates, procedure.
Form of permanent registration:

(a) The said Board of Registration shall cause the names of all
persons then registered on the registration books to be transcribed on the
forms or cards provided for the permanent registration of voters, as spe-
cified in Sec. 23 of Article 33 of the Annotated Code of Maryland (1957)
1967 Replacement Volume. The registration of voters in said City shall
thereafter be conducted as prescribed for registration books, except that
cards or loose-leaf pages or forms shall be used instead of books, and in
addition to the names of the voters there shall be entered the age, actual
place of domicile in said City and the time thereof, and the occupation of
the persons registered, which cards, or loose-leaf pages, containing the
names of the persons so registered shall be used on election day of said
municipality. When such cards, or loose-leaf pages have been duly filled
out, and both the original and duplicate registration forms have been
signed by the applicant for registration, the said original and duplicate
forms shall be filed in different filing cases or loose-leaf binders. The
original forms shall constitute those for use in the polling place on election
day. The duplicate forms shall constitute the permanent office record of
the Board, and they shall not be open to public inspection except in the
presence of the Clerk of the Board, nor shall they be removed from the
Office of the Board except on order of the Court. The registration records
shall be open to public inspection under reasonable regulations at all times
when the office of the Board is open for business; except that during the
twenty (20) days preceding and ten (10) days following an election such
records shall not be opened to public inspection except upon the special
order of the board.
