(b) Elections. The qualified voters of the Town shall hold an elec-
tion [on the first Monday of December, 1966, and every two (2) years
thereafter for five (5) Commissioners, in the manner hereinafter provided;
with the proviso that five (5) Commissioners shall be elected on the first
Monday of May, 1964 and shall hold office until the 31st day of December,
1966. Beginning in the year 1967, the terms of the said Commissioners
shall begin on the first day of January of the year following their election
and shall end on the second next succeeding 31st day of December, or until
their successors are elected and qualified.] for five (5) Commissioners on
the first Monday of December, 1970 and for two (2) or three (3) Commis-
sioners, as hereinafter provided, every two (2) years thereafter. In the
case of the election held the first Monday of December, 1970, those three
(3) Commissioners who receive respectively the first, second and third
highest number of eligible votes cast shall hold office for four (4) year
terms beginning January 1, 1971, and ending December 31, 1974, or until
their successors are elected and qualified; those two (2) Commissioners
who receive respectively the fourth and fifth highest number of eligible
votes cast shall serve for two (2) year terms beginning January 1, 1971,
and ending December 31, 1972, or until their successors are elected and
qualified. Two (2) Commissioners shall be elected at the elections held on
the first Monday in December, 1972 and each four (4) years thereafter;
three (3) Commissioners shall be elected at the elections held on the first
Monday in December, 1974 and each four (4) years thereafter. Beginning
in the year 1973, the terms of office of all Commissioners shall be for four
(4) years and shall begin on the first day of January of the year following
their election and shall end on the fourth next succeeding 31st day of
December or until their successors are elected and qualified. No person shall
be eligible for election as a Commissioner of Bel Air unless he shall be a
qualified voter of the Town and, as to any person filing for election as a
Commissioner after January 1, 1969, be assessed with at least one thousand
dollars ($1,000.00) worth of real or personal property on the tax books of
said Town.

(d) Elections. The ballots for the general election for Commis-
sioners shall be printed and shall contain the names of all those who have
filed in writing with the Town Clerk at least thirty (30) days before said
election their intention to run for the office of Commissioner of Bel Air.
The names of all such persons who have expressed their intention in
writing to the clerk, as aforesaid, shall be placed on a printed ballot with a
notice at the top thereof as follows:
"Candidates for Commissioners of Bel Air—Vote for [Five,"] ........
[insert here the number of Commissioners to be elected]" and a box after
the name of each candidate to permit the voter to make an "X" after the
names of those he wishes to vote for. The ballot shall also contain [five
(5)] the same number of blank spaces and [five (5)] boxes opposite such
spaces as there are Commissioners to be elected to permit the voter to write
in the names of anyone he wishes to vote for other than those appearing on
the ballot; provided that if voting machines be used, such machines shall
be so set up as to show the name of each candidate who has filed as afore-
said and to provide space for [five (5)] the same number of names to be
written in [.] as there are Commissioners to be elected.
The polls shall be opened for the election of the Commissioners on the
